RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 5 to the Standard Agreement A-12566 with Allen/Loeb Associates for the provision of grant evaluation services for the term September 30, 2013 to December 31, 2017, and adding $51,000 for Fiscal Year (FY) 2016-17 and $12,750 for FY 2017-18, for a total Agreement amount not to exceed $392,897.

 

SUMMARY/DISCUSSION:

In 2013, the Substance Abuse and Mental Health Services Administration (SAMHSA) awarded Monterey County the ‘Bienestar’ grant for the period of October 1, 2013 through September 30, 2016.  Tim Allen and Peter Loeb dba Allen/Loeb Associates, a consulting partnership, have been the key grant evaluators of the SAMHSA grants for Monterey County.  It is recommended that Amendment No. 5 continue the integrity, expertise and experience of Allen/Loeb for the grant evaluation, no-cost extension, close-out period, and reporting aspects of the SAMHSA Bienestar grant. 

 

The current Agreement term date is from September 30, 2013 to June 30, 2016, this Amendment No. 5 extents the Agreement term date to December 31, 2017 to finish the grant period and include the 12-month no-cost extension period.  This Amendment No. 5 adds $12,750 to provide for the July 1 through September 30, 2016 grant period, and $38,250 towards the 12-month no-cost extension in FY 2016-17, and $12,750 towards the final 12-month no-cost extension including a ninety (90)-day close out period in FY 2017-18.  Amendment No. 5 provides for a total increase of $63,750 for a new Agreement amount not to exceed $392,897, and adds the revised Business Associate Agreement.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative:  1) Empower the community to improve health through programs, policies, and activities.  It also supports one of the ten essential public health services, specifically:  6) Enforce laws and regulations that protect health and ensure safety.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section 7.01), a “good cause” provision effective immediately (Section 7.02), and a defunding provision (Section 7.03).

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Amendment No. 5 to Agreement A-12566 as to legal form and fiscal provisions, respectively.  This Amendment No. 5 to Agreement A-12566 on file with the Clerk of the Board.

 

FINANCING:

This Agreement is funded by SAMHSA (100%) grant funds.  Funding ($51,000) for this Agreement has been included in the Health Department’s Behavioral Health Bureau Fiscal Year 2016-17 (4000-HEA012-8410) Recommended Budget.  The remaining funds of this Agreement will be included in the Requested Budget for FY 2017-18.
