RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

Authorize the Chief Executive Officer for Natividad Medical Center (NMC) or a designee to exercise the automatic annual renewal provision in the previously Board-approved Agreement (A-15520) with American Registry for Internet Numbers, LTD. (ARIN), permitting NMC to continue to obtain from ARIN dedicated Internet Protocol (IP) addresses enabling multi-provider Internet redundancy and NMC’s Business Continuity, beyond the initial term of (August 1, 2021 through July 31, 2024), subject to the termination provisions in the Agreement, with a not to exceed obligation of $2,000 per fiscal year, without change to the total agreement amount not to exceed $20,000.

 

SUMMARY:

 

On August 31, 2021, the Monterey County Board of Supervisors approved Agreement (A-15520) with American Registry for Internet Numbers, LTD. (“ARIN”) for the provision of dedicated Internet Protocol (IP)  address services, with a term retroactive to August 1, 2021 through July 31, 2024 (“Initial Term”). These services support Natividad Medical Center’s (NMC) multi-provider internet redundancy and overall Business Continuity.

 

NMC’s initial Board request in 2021 requested approval of the Agreement for the Initial Term but did not call for or seek approval of the Agreement’s automatic annual renewal provision. Approval of this Board request will authorize the Chief Executive Officer of NMC, or a designee, to exercise the automatic annual renewal provision to ensure continuity of services beyond the initial term. The Agreement remains subject to its termination provisions and this Board request does not request an increase the total compensation of $20,000.

 

DISCUSSION:

 

American Registry for Internet Numbers, LTD. (“ARIN”) is a nonprofit, member-based organization that supports the operation of the Internet through the management of Internet number resources throughout its service region, including the United States. ARIN is solely responsible for the registration, allocation, and assignment of Internet resources, including the issuance of unique Internet Protocol (IP) address blocks that identify individual networks. As a practical matter, in the United States, these Internet identifiers are only available through ARIN.

 

NMC relies on these dedicated IP address allocations to maintain multi-provider internet redundancy, which is critical to ensuring reliable network connectivity and supporting Business Continuity for clinical and administrative operations. Without continued access to ARIN’s services, NMC would be unable to sustain the network infrastructure necessary to support its operations.

 

The Agreement includes an automatic annual renewal provision that allows for uninterrupted continuation of these essential services beyond the initial term. Authorizing the Chief Executive Officer, or their designee, to exercise these renewals ensures there is no lapse in service while maintaining flexibility under the Agreement’s termination provisions. The renewal does not increase the total agreement amount and remains within the previously approved not-to-exceed limit.

 

OTHER AGENCY INVOLVEMENT:

 

The Office of County Counsel reviewed and approved the Agreement as to form, and the Auditor-Controller reviewed and approved as to payment provisions. The Agreement was reviewed and approved by NMC’s Finance Committee and by its Board of Trustees on August 13, 2021. The Office of County Counsel has reviewed and approved this board request.

 

FINANCING:

 

The cost for this agreement is $20,000 of which $275 is included in the FY 2025-26 Adopted Budget. Amounts for remaining years of the agreement will be included in those budgets as appropriate. There is no impact on the General Fund with this action.
