d. Approve and authorize execution by the Director of Health Services or designee of the Student Placement Agreement template with universities and colleges for Fiscal Year (FY) 2025-2026 through FY 2030-2031.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and accept the Student Placement Agreement template to be used in partnering with universities and colleges for the placement of students within the Department of Health Services to complete internship/externship assignments as part of their field education and service-learning requirements for their respective field of study program;
b. Approve and authorize updates to the Student Placement Agreement template in accordance with local, state, and federal law, subject to review and approval of County Counsel and County Risk Management;

SUMMARY:
The Monterey County Health Department (MCHD) requests the Board of Supervisors to approve a Student Placement Agreement Template (“Template”) for use with universities and colleges. This Template will support student internships and externships by providing practical clinical and non-clinical experience required for academic programs. Additionally, it will help MCHD attract and develop a future workforce by creating a pipeline of qualified graduates, including those with bilingual skills, for employment opportunities within Monterey County.
DISCUSSION:
The proposed Template establishes standardized County policies, procedures, and best practices for student placement. This includes processes for application review, placement coordination, credentialing, and compliance with confidentiality and health privacy laws, as well as insurance and indemnification requirements.
Utilizing a pre-approved Template will streamline administrative processes, improve efficiency, and reduce the time required to execute agreements with participating universities and colleges.
This Template contains the County’s 30-day termination “no cause” provision (Section VII, Paragraph C), which provides that either the County or University may cancel the Agreement.
OTHER AGENCY INVOLVEMENT:
The Offices of the County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This operational Agreement does not contain any fiscal provisions; therefore, there is no impact to the General Fund from its approval.
