RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Receive a report on the Schilling Place Utilization Project Update from the County Administrative Office;
b. Approve the Schilling Place architectural design and engineering costs in the amount of $491,238; and
c. Approve and authorize the Auditor-Controller to increase appropriations (404-3000-8174-6613) and revenue (404-3000-8174-6613) by $491,238 financed by Operating Transfer. (4/5th Vote Required)
SUMMARY/DISCUSSION:
On September 26, 2014, the Schilling Place property acquisition closed. The property consists of 3 buildings: 1441, 1488 and 1494. The attached report provides an update of progress today and proposed recommended actions and next steps.
On May 6, 2014, the County approved a series of "on call" agreements for architectural and engineering design services, pursuant to a Request for Qualifications (RFQ # 10456). The firm of Wald Ruhnke & Dost Architects, LLP (WRD), was one of those firms, and has been selected to provide services relating to developing architectural design and engineering costs for 1441 Schilling Place (both North and South buildings). The estimated costs of those services are Four Hundred Ninety-one Thousand, Two Hundred and Thirty-eight Dollars ($491,238). This action would approve the estimated budget, consistent with the terms of WRD's agreement, and would make the appropriate changes to appropriations in Fund 404-3000-8174-6613 and Fund 404-3000-8174-5940.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office is working closely with the Department of Public Works, Department Heads, elected officials, and other prospective tenants to determine program requirements for all projects. The Capital Improvement Committee and Budget Committee received and supported these recommendations at their meetings in January 2015.
FINANCING:
On November 4, 2015, the Board of Supervisors approved a budget of $1.1 million for 1488 Schilling Place. This report requests funding totaling $491,238 which will require use of previously budgeted transfers intended for Fund 401 (operation and maintenance) which will instead be transferred from appropriations unit 404-300-8174-5940 to appropriations unit 404-3000-8174-6613. Future budget actions will be required to reprioritize funding to successfully accomplish full utilization of the Schilling Place property.
