RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to sign a Medi-Cal Capacity Grant Agreement (“Grant Agreement I”) between Central California Alliance for Health and the County of Monterey on behalf of the Health Department - Clinic Services Bureau (“County”) in the amount not to exceed $470,000, for the purpose of funding provider recruitment, medical equipment and practice coaching, effective on date of execution by County and terminating no earlier than one year after the date the last grant payment is made to County or on County’s behalf under Grant Agreement I; and

b.                     Approve and authorize the Director of Health or Assistant Director of Health to sign a Medi-Cal Capacity Grant Agreement (“Grant Agreement II”) between Central California Alliance for Health and the County of Monterey on behalf of the Health Department - Behavioral Health Bureau (“County”) in the amount not to exceed $470,000, for the purpose of funding psychiatrist recruitment and Intensive Team equipment, effective on the date of execution by County and terminating no earlier than one year after the date the last grant payment is made to County or on County’s behalf under Grant Agreement II.

 

SUMMARY/DISCUSSION:

Central California Alliance for Health (CCAH) established the Medi-Cal Capacity Grant Program to offer grants to health care providers and community organizations to support efforts that advance the mission of CCAH to provide timely access to quality health care services and to increase Medi-Cal capacity in the service area.  On September 23, 2015, the Director of Health notified the Board of Supervisors and the County Administrative Officer of the intent of the Monterey County Health Department to submit an application to Central California Alliance for Health (CCAH) for the Medi-Cal Capacity Grant. 

 

CCAH has awarded the following to the County of Monterey on behalf of the Health Department-Clinic Services Bureau (Clinic Services): three Provider Recruitment grants; one Equipment grant and two Practice Coaching grants.  The purpose of the Provider Recruitment Grant is to increase provider capacity by recruiting and employing additional health care providers.  Each of the three grants awarded were in the amount not to exceed $150,000 to assist in the recruitment of Pediatricians for the Laurel Pediatric Clinic.  The purpose of the Equipment grant is to increase provider capacity through the purchase of equipment.  Clinic Services intends to use the $20,000 to purchase three Barrier-Free Exam Tables and a Pharmaceutical Refrigerator for vaccine storage.  The purpose of the Practice Coaching grants is to engage in patient centered medical home (PCMH) practice coaching and technical assistance with a consultant with the objective to change clinic operations to improve quality, efficiency, and patient experience through the adoption of the PCMH model of care.  The grant will be focused on the Laurel Family Practice and Laurel Pediatric Clinics.     

 

CCAH has awarded the following to the County of Monterey on behalf of the Health Department-Behavioral Health Bureau (Behavioral Health): three Provider Recruitment grants and one Equipment grant. The purpose of the Provider Recruitment grant is to increase provider capacity by recruiting and employing additional Psychiatrists. Each of the three grants awarded are in the amount not to exceed $150,000 to assist in the recruitment of Psychiatrists for Behavioral Health clinics. The purpose of the Equipment grant is to increase provider capacity through the purchase of equipment. Behavioral Health intends to use the $20,000 to purchase a vehicle for use by its Crisis Intervention Team which serves the high risk severely mentally ill population.

 

Approval of the recommended action will allow County of Monterey’s Health Department Clinic Services and Behavioral Health to receive the benefit of the CCAH Grant Awards and continue to meet the need for quality services and healthcare and mental health access for our community.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative to: Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable, and 8) Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Agreements.  These Agreements are on file with Clerk of the Board.

 

FINANCING:

The CCAH grant totals to $470,000 for Clinic Services and $470,000 for Behavioral Health.  The funds from these grants will help offset a portion of the expenditures in the FY 2015-16 Adopted Budgets for Clinic Services (001-4000-HEA007) and Behavioral Health (023-4000-HEA012).  Any unspent grant funds will be included in Health Departments FY 2016-2017 Requested Budgets for Clinic Services and Behavioral Health.
