a. Approve and authorize the Director of the Department of Social Services or designee to sign Amendment No. 1 to Agreement No. A-17351 with Goodwill Central Coast to provide Expanded Subsidized Employment training, supervision, intensive case management, and job performance evaluations for CalWORKs Welfare-to-Work customers adding $350,000 for a new contract total of $1,750,000 with no change to the contract term of July 1, 2025 through June 30, 2026; and
b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($175,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,925,000.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services or designee to sign Amendment No. 1 to Agreement No. A-17351 with Goodwill Central Coast to provide Expanded Subsidized Employment training, supervision, intensive case management, and job performance evaluations for CalWORKs Welfare-to-Work customers adding $350,000 for a new contract total of $1,750,000 with no change to the contract term of July 1, 2025 through June 30, 2026; and
b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($175,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,925,000.
SUMMARY:
The Department is amending their current existing contract due to increased funding received from State of California. Goodwill Central Coast provides expanded subsidized employment (ESE) services that target the hardest to-employ CalWORKs Welfare-to-Work customers.
DISCUSSION:
The State of California increased the State allocation for ESE services and the Department is amending the current amendment with Goodwill Central Coast that provide services for ESE that will includes assessment of employment skills and needs; job readiness and retention training; immediate employment at Goodwill stores or other off-site businesses throughout the county; intensive case management to assure success on the job; the payment of wages to participants; and placement of participants in unsubsidized employment. CalWORKs customers are eligible to participate in ESE for up to 16 weeks. In some instances, services can be received for a longer time period beyond the initial 16 weeks if either the customer is acquiring skills and experience in an employment field or if a longer placement will lead to unsubsidized employment. These customers have minimal or no work experience and/or must establish appropriate work behaviors before entering unsubsidized employment or the existing ‘work-ready’ subsidized employment opportunities. Participation in ESE has been proven to improve customers’ likelihood of securing unsubsidized employment and achieving the CalWORKs goals of attaining long-term financial stability and self-sufficiency.
Expanded Subsidized Employment is one of the California Work Opportunity and Responsibility to Kids (CalWORKs) early engagement strategies implemented as a result of the passage of AB 74 Chapter 21, Statutes of 2013; Welfare and Institutions Code (WIC) Sections 11322.63 and 11322.64.
This agreement was awarded through a formal Request for Proposal (RFP#10893) process in April 2023.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded through CalWORKs Expanded Subsidized Employment allocation. Sufficient appropriations and estimated revenues are included in the FY 2025-26 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This agreement correlates to the Well-Being and Quality of Life as well as the Diverse and Thriving Economy Strategic Plan Goals adopted by the Board of Supervisors by providing training, tools and services designed to help CalWORKs and Employment Services customers be ready for and obtain employment and move toward self-sufficiency.
