RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Authorize the Auditor-Controller to delete the budget unit codes currently used for Animal Services accounting purposes, effective FY 2014-15;
b.      Authorize the Auditor-Controller to replace the deleted budget unit codes with one new budget unit code that encompasses all of Animal Services accounting functions, effective FY 2014-15; and
c.      Authorize the Auditor-Controller to create four sub-unit codes under the new budget unit code, effective FY 2014-15.  
 
SUMMARY/DISCUSSION:
Animal Services is a division of Environmental Health Bureau.   This item consolidates the five budget unit codes currently in use for Animal Services, and consolidates them into a single Animal Service budget unit with sub-units to differentiate the programs that require separate tracking.  This consolidation will simplify the structure of Animal Services for better fiscal controls.  
 
Attachment A shows specific proposed budget unit and sub-unit account number changes.
 
While this proposal is not directly in support of a Health Department strategic initiative, it is a positive step toward increasing the efficiency of the financial services staff in the Environmental Health Bureau.  
 
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller's Office and CAO have participated in the development of the proposed accounting structure.
 
FINANCING:
There is no General Fund Contribution resulting from this Board action.
