a. Accept Victims of Crime Act (VOCA XC 23) grant funding from the California Governor’s Office of Emergency Services (Cal OES) (Subaward XC23 06 0270, Cal OES ID 053-00000-18) for provision of direct services to victims of crime in the County of Monterey, for the grant period of January 1, 2024 to December 31, 2024, in the amount of $222,801;
b. Authorize the County Administrative Officer, or designee, to renew and amend existing operational agreements, extending the term to December 31, 2024, and distributing a total of $222,801, for direct services delivery with the following public and private entities: Young Women’s Christian Association (YWCA) of Monterey County, Court Appointed Special Advocate (CASA) of Monterey County, Monterey County Rape Crisis Center, and the Seaside Police Department; and,
c. Authorize the County Administrative Officer, or designee, to apply for, execute memoranda, amendments, or agreements, and administer documents to secure, receive, and distribute further funding from Cal OES for the grant period through December 31, 2024.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Accept Victims of Crime Act (VOCA XC 23) grant funding from the California Governor’s Office of Emergency Services (Cal OES) (Subaward XC23 06 0270, Cal OES ID 053-00000-18) for provision of direct services to victims of crime in the County of Monterey, for the grant period of January 1, 2024 to December 31, 2024, in the amount of $222,801;
b. Authorize the County Administrative Officer, or designee, to renew and amend existing operational agreements, extending the term to December 31, 2024, and distributing a total of $222,801, for direct services delivery with the following public and private entities: YWCA of Monterey County, CASA of Monterey County, Monterey County Rape Crisis Center, and the Seaside Police Department; and,
c. Authorize the County Administrative Officer, or designee, to apply for, execute memoranda, amendments, or agreements, and administer documents to secure, receive, and distribute further funding from Cal OES for the grant period through December 31, 2024.
SUMMARY/DISCUSSION:
Since 2016, the County has secured several rounds of VOCA grant funding from Cal OES for provision of direct services to victims of crime within the county’s boundaries. Funding has been utilized to sustain the cost of direct services, referral and case management, training, and education services conducted in partnership between the County, interdepartmental agencies, and external community partners within the County. Partnerships were identified by a Victims Services Steering Committee at the onset of the grant program. Current partners include CASA of Monterey County, Monterey County Rape Crisis Center, Seaside Police Department, YWCA Monterey County, and the Office of the District Attorney (DA).
On December 8, 2023, the County Administrative Office was awarded additional grant funding in the amount of $222,801from the Cal OES-VOCA XC Program for provision of victim related services for the grant period of January 1, 2024 through December 31, 2024. The grant includes a match requirement of $55,700 which is met with in-kind hours provided by CASA of Monterey County. The Administrative Office is the lead agency responsible for administering and complying with reporting requirements. Staff costs associated with grant management are funded by this grant. As in previous years, grant funds are dispersed by Cal OES and in turn the County, on a reimbursement basis. A breakdown of the funding allocation (by subgrantee) is attached to this report as Attachment J for the Board’s reference.
Staff recommends that the Board accept the grant award in the amount of $222,801 and authorize staff to renew and amend existing operational agreements, extending the term to December 31, 2024.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved Cal OES VOCA XC23 grant Terms and Conditions of the Grant Agreement as to form.
FINANCING:
Funds for the grant award amount are included in the current fiscal year budget, therefore an increase in appropriations is not necessary. Previous years grant funding has been fully expended to date.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Acceptance of Cal OES VOCA XC23 Grant Award will afford the provision of direct services to victims of crime and the training and education of services providers in Monterey County, addressing disparities that affect the health and wellbeing of vulnerable populations.
