a. Approve and authorize the Contracts/Purchasing Officer to execute a two-year Lease Agreement, retroactive to February 25, 2020 through February 24, 2022, with the City of Gonzales, for approximately 400 square feet of general office space at 411 Center Street, Gonzales, California, for use by the Health Department’s Behavioral Health Bureau; and

b. Authorize the Auditor-Controller to make payments of $50 per month for reimbursement of electric utilities, in accordance with the terms of the Lease Agreement.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve and authorize the Contracts/Purchasing Officer to execute a two-year Lease
Agreement, retroactive to February 25, 2020 through February 24, 2022, with the City of Gonzales, for approximately 400 square feet of general office space at 411 Center Street, Gonzales, California, for use by the Health Department’s Behavioral Health Bureau; and

b.  Authorize the Auditor-Controller to make payments of $50.00 per month for reimbursement of electric utilities, in accordance with the terms of the Lease Agreement.

 

SUMMARY/DISCUSSION:

Approval of this Lease Agreement will provide the Health Department’s Behavioral Health Bureau with nonexclusive occupancy of general office space at 411 Center Street, Gonzales, California, through February 24, 2022.  In lieu of a cash rent payment, the Behavioral Health Bureau will provide behavioral health services to residents of the County within the City of Gonzales.  Due to a shared utility meter, a payment of $50 per month will be made to the City of Gonzales to reimburse the cost of electric utilities.

 

This Agreement was in process prior to the Coronavirus (COVID19) outbreak, the process to complete a new Agreement between the City of Gonzales and the Monterey County Health Department took extra time as both parties worked through the needs of their community.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiative:  3.  Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports the following of the ten essential public health services, specifically:  4.  Mobilize community partnerships and action to identify and solve health problems; and 7.  Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved the Agreement as to legal form and fiscal provisions.

 

FINANCING:

There is no financial impact to the General Fund.  Sufficient funds are available in the Health Department, Behavioral Health Bureau’s Fiscal Year 2019-20 Adopted Budget (023-4000-HEA012-8410) and will be included in FY 2020-21 Adopted Budget and FY 2021-22 Requested Budget.
