RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign an Agreement with San Benito County in the amount of $450,000, for the retroactive period from October 1, 2019 to September 30, 2022, to continue services in San Benito County that assist Supplemental Nutrition Assistance Program-Education (SNAP-Ed) eligible consumers in adopting healthy eating and physical activity behaviors as part of a healthy lifestyle.
SUMMARY/DISCUSSION:
California Department of Public Health provides funding to the County of Monterey as the lead agency to provide oversight for the subcontract with San Benito County. San Benito County staff that will provide nutrition education to students and parents at schools, health fairs, youth and resource centers. San Benito County will provide nutrition education to seniors at senior housing sites and will partner with school district wellness councils and promote smarter lunchrooms, train food service staff, support and provide resources to school wellness committee members.
Lastly, San Benito County will work with youth sites to develop healthy food policies to implement in sites and host and/or participate in a collaborative with partner organizations to implement healthy eating strategies and activities across multiple programs. The start date of the Amendment is retroactive to October 1, 2019 due to the length of time it took to negotiate with the San Benito County and to receive approval from their Board of Supervisors.
This work supports the MCHD 2018-2022 Strategic Plan Goal: 1. Empower the community to improve health; Goal 2. Enhance public health and safety through prevention; and Goal 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. Additionally, this work supports three of the ten essential public health services: inform, educate, and empower people about health issues; link people to needed personal health services and assure the provision of health care when otherwise unavailable; and assure competent public and personal health care workforce.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved this Agreement as to legal form.
FINANCING:
This agreement is completely funded with Grant monies. Appropriations and estimated revenue are included in the Health Department's (HEA003-8124) Adopted Budget for Fiscal Year 2019-20 for this Agreement.
