SUMMARY
Maintaining compliance with federal and state regulatory agencies is critical for Clinic Services to uphold its FQHC grantee designation and Facktor’s specialized consulting services are essential in guiding that regulatory adherence. Approval of the recommended action will allow Clinic Services to continue its engagement with Facktor for multiple ongoing compliance related projects through the remainder of the Agreement term.
DISCUSSION
The Health Department Clinic Services Bureau (Clinic Services) operates twelve community clinic sites designated as Federally Qualified Health Centers (FQHCs) which provide preventive primary, dental and specialty medical care services, which are all mandated by Health Resources and Services Administration (HRSA) to provide primary health services to all patients regardless of ability to pay.
Facktor is a professional consulting firm who has served Community Health Centers, FQHCs, consortia and other healthcare related enterprises nationally since 2001, and is considered the largest consulting agency in the nation dedicated to the sustainability of community health centers.
Clinic Services has contracted with Facktor since 2019 for various FQHC and compliance-related consulting projects including service area competition grants, needs assessments, HRSA audit support and service line expansion, including dental services. On July 1, 2026, Clinic Services entered into a new Standard Agreement with Facktor for a term of July 1, 2026, to December 27, 2027, and contract amount of $400,000. On September 9, 2026, Clinic Services executed Amendment No. 1 to increase the contract amount by $200,000 and extend the term to June 30, 2028.
Approval of the recommended action will allow Clinic Services to continue with its engagement with Facktor on multiple ongoing consulting projects and support through the remainder of the Agreement term.
