RECOMMENDATION:
It is recommended that the Board of Supervisors:
- Approve a one-time Concession Agreement for Special Events between Christian Music Today, doing business as Spirit West Coast, and the County of Monterey to produce the Spirit West Coast Christian Music Festival at the Laguna Seca Recreation Area on August 1st through August 3rd, 2013; and
- Authorize the Chair of the Board to sign the Agreement.
SUMMARY/DISCUSSION:
Christian Music Today has submitted a Special Use Event Application and is requesting a Concession Agreement for Special Events to hold the Spirit West Coast Christian Music Festival at Laguna Seca Recreation Area on August 1st through August 3rd, 2013. Due to economic reasons, Christian Music Today opted out of holding an event in 2012, thereby terminating their previous Agreement with the County.
The Spirit West Coast event was first held in 1997, and continued as one of the Parks' Departments major special events through 2011. During their fifteen-year history, at its height, the event attracted up to 18,000 people per day. Over the years, Spirit West Coast received numerous testimonials supporting their event from participants, community leaders, and most notably, an on-air editorial by KSBW-TV.
If Christian Music Today desires to continue these events in the future, it is possible that a new five-year agreement for the years 2014-2018 might be appropriate. This current requested event is in compliance with the use permit for special events at Laguna Seca Recreation Area.
OTHER AGENCY INVOLVEMENT:
Risk Management and County Counsel have reviewed this Agreement and approved it as to form. As with all other events at the Laguna Seca Recreation Area, the Sheriff's Department, Emergency Services, Health Department, California Highway Patrol and Monterey County Regional Fire District will be involved with approvals of the specific permits and plans for the event.
FINANCING:
There will be no adverse effect to the requested General Fund Contribution budget for Fiscal Year 2013-14 as a result of this action. The anticipated revenue of $90,000 has been budgeted in the Parks Department 7500 Special Events/North County park unit 8150.
