RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the County Administrative Officer, or designee, to sign a Renewal and Amendment No.1 to an Agreement with Ecogreen Solutions Inc. to increase the total not to exceed amount by $74,306 for a new not to exceed sum of $219,865; and
b. Authorize the County Administrative Officer, or designee, to sign up to three future amendments where the amendments do not significantly change the responsibilities of the parties, do not cause an increase of more than 10% ($21,986) for a total aggregate not to exceed sum of $241,851.
SUMMARY:
Staff recommends the Board of Supervisors authorize the County Administrative Officer to sign a renewal and Amendment #1 with Ecogreen Solutions Inc. to continue to provide the County with additional energy efficiency retrofit services at County parks. This amendment will increase the agreement not to exceed sum by $74,306. The amended scope includes providing energy efficiency upgrades to San Lorenzo Park, Lake Nacimiento Park, and Lake San Antonio Park. The upgrades were not identified during the previous project audit and scope because portions of these facilities were not operational at the time. The Chief of Parks determined that upgrading these sites after they are fully operational is a material benefit to the County and operations of these parks.
DISCUSSION:
The Board of Supervisors entered into an agreement with Ecogreen Solutions Inc. on August 14, 2024, to provide energy efficiency audits and upgrades to several County facilities including Natividad Medical Center, Royal Oaks Park, San Lorenzo Park, Lake Nacimiento Park, and Lake San Antonio Park. The Natividad Medical Center project was financed by participating in PG&E’s On-Bill Financing Program, which provides 0% interest loans on the property’s monthly utility bill at a rate slightly lower than the dollar amount of energy savings created by the project. The County Parks projects were funded using General Fund contingencies because the overall project amount of $145,559 was deemed too small to finance using the On-Bill Financing Program.
In collaboration with County Parks, Ecogreen performed the approved energy efficiency measures as identified. During the course of this work, Ecogreen found additional facilities that could benefit from energy efficiency upgrades that were previously unexamined due to being non-operational during the time of the initial energy efficiency audits. Now that these facilities are in operation, the Chief of Parks deems it of the County’s interests to perform these energy upgrades for an additional scope of $74,306.
OTHER AGENCY INVOLVEMENT:
Sustainability Program staff have collaborated with County Parks in the implementation of this project. County Counsel has approved as to form.
FINANCING:
Costs associated with services provided by this Contractor and funding will be contained within the approved budget allocations for Fiscal Year 2024/25 General Fund 001, Appropriation Unit PFP058. This item does not require budgetary action at this time because this fund is able to absorb this cost as long as the County is invoiced before the end of the fiscal year. Amendment No. 1 brings the aggregate total not to exceed sum to $219,865.
