RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Accept a $2,500,000 Capital Program Implementation Grant Award from Santa Cruz-Monterey-Merced Managed Medical Care Commission, doing business as Central California Alliance for Health (“the Alliance”) in support of the East Salinas Sanborn Clinic project; and

b. Approve and authorize the Director of Health or the Assistant Director of Health to execute a Medi-Cal Capacity Grant Agreement (“Agreement”), Grant Number 0120-MCHD-BH-CI with the Alliance  and the County of Monterey, on behalf of the Monterey County Health Department Behavioral Health Bureau (“County”) in the amount of $2,500,000,  effective on the  date of final execution by the Alliance and expiring thirty-nine (39) months after, or such later date as the parties may mutually agree.

 

SUMMARY/DISCUSSION:

The Central California Alliance for Health (the Alliance) established the Medi-Cal Capacity Grant Program to support health care providers and community organizations whose efforts help to advance the mission of the Alliance, which is to provide timely access to quality health care services and to increase Medi-Cal capacity in their service area.  On November 25, 2019, the Director of Health notified the Board of Supervisors and the County Administrative Officer of the intent to submit a Capital Program Implementation Grant application to the Alliance  in the amount of $2,500,000 to support the capital construction activities associated with the development of a new clinic facility located at 331 North Sanborn Road, Salinas for the provision of integrated behavioral health, care coordination and health education services to Medi-Cal beneficiaries residing in Monterey County.

 

In April 2020, the Monterey County Health Department received notification of the Capital Program Implementation Grant award by the Alliance in the maximum available amount of $2,500,000.  These funds will be used towards the upfront consultation services and construction costs for the new clinic facility in East Salinas.  Approval of the recommended action will allow the County to receive the Capital Program Implementation Grant Award funds and move forward on the construction of the new facility.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiative to: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 7.  Link people to needed personal health services and assure the provision of health care when otherwise unavailable; and 8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Agreement. 

 

FINANCING:

This Agreement is funded by CCAH Medi-Cal Capacity Grant funds.  The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) 2020-21 Adopted Budget.  The funds for FY 2021-22 and FY 2022-23 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) respective Requested Budgets.
