Title: a. b. SUMMARY

The County of Monterey Health Department, Behavioral Health Bureau, requests approval of Amendment No. 2 to recognize BDO as CDSS’s new third-party administrator for the Community Care Expansion Preservation Projects (CCE) grant program, which was formerly administered by Horne LLP.

 

DISCUSSION

On June 6, 2023, the County of Monterey Board of Supervisors authorized the Director of Health Services to execute a Program Funding Agreement to accept a CCE grant award from Advocates for Human Potential, Inc. (AHP), the former third-party grant administrative entity for CDSS.  CCE provides funds to counties with existing licensed residential adult and senior care facilities for use in immediately preserving and avoiding the closure of facilities serving applicants or recipients of Supplemental Security Income/State Supplementary Payment (SSI/SSP) or Cash Assistance Program for Immigrants (CAPI), including those who are experiencing or at risk of homelessness.

 

On August 5, 2023, CDSS reassigned CCE third-party administrative duties to Horne LLP (Horne). 

 

On November 1, 2025, CDSS reassigned CCE third-party administrative duties to BDO Government Services, LLC (BDO).

 

The purpose of this amendment is to officially recognize BDO as the current third-party administrator for CCE.  It is BDO’s standard practice to have County partners sign first prior to BDO signature and final execution.

OTHER AGENCY INVOLVEMENT

The office of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to form and fiscal provisions, respectively.

 

FINANCING

The Behavioral Health Bureau has enough appropriations in its FY 2025-26 Adopted Budget (Fund 023, Unit 8410, Appr HEA012) to absorb the costs of administering the CDSS grant and will not require an increase in appropriations.

This agreement will ensure access to culturally and linguistically appropriate, customer-friendly, quality health services, will link people to needed personal health services, and will assure the provision of healthcare when otherwise unavailable. This agreement aligns with the Board of Supervisors Strategic Plan Goal of well-being and quality of life.
