RECOMMENDATION:
It is recommended the Board of Supervisors:
a. Approve the Plans and Specifications for the Natividad Medical Center, Project #9600-55 Medical -Surgical 3 Renovation, Bid #NMC-1014 for contractors to bid on construction; and
b. Authorize Natividad Medical Center to advertise the “Notice to Contractors” in a newspaper of general circulation.
SUMMARY:
Natividad Medical Center is seeking Board of Supervisors’ approval of the Construction Documents (Plans and Specifications) authorizing advertising for bids in a newspaper of general circulation.
DISCUSSION
Natividad Medical Center (NMC) is entering the advertising and bidding phase for the construction project to modernize and renovate the Medical-Surgical Inpatient Unit located on the third floor of Building 500. The project includes upgrades such as the integration of new technology-most notably, patient charting stations in each patient room and in hallway locations. Additional improvements include upgraded lighting at patient headwalls, and refreshed finishes in patient rooms, toilet rooms, and selected areas of the public corridors.
NMC engaged Hammel, Green and Abrahamson (HGA) to develop the construction documents and specifications for the Medical-Surgical 3 Renovation under NMC’s On-Call Architectural Agreement (MYA6333). HGA submitted the construction documents to the California Department of Health Care Access and Information (HCAI) on May 23, 2024, and received approval on May 7, 2025.
Bid openings will take place at the Clerk of the Board’s Conference Room 1032, located at the Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, California 93901, where bids will be publicly opened and read aloud by the Contracts/Purchasing Agent. NMC will adhere to all applicable public contracting requirements throughout the bidding process. The recommended action authorizes staff to proceed with advertisement and selection of a contractor for the construction phase of the project.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved this Specifications as to form and legality, and the Auditor-Controller has reviewed and approved as to payment provisions. The Plans and Specifications has also been reviewed and approved by NMC’s Finance Committee and by its Board of Trustees on October 3, 2025
FINANCING:
NMC has transferred $7,958,209 to Fund 404 to support the design and construction of the Medical-Surgical 3 Renovation Project. As of September 2025, current expenditures total $337,782. Based on the estimated probable cost, sufficient funding is available to cover construction. The total identified construction cost is $7,161,000, which includes $6,000,000 for construction and $1,161,000 allocated as a construction reserve. This action will have no impact on the General Fund.
BOARD OF SUPERVISORS STRATEGIC PALN GOALS SECTION:
The public bid process will allow Natividad Medical Center to receive multiple bids and identify the lowest responsive and responsible bidder. Overall, this project will significantly enhance the facility's quality, ensuring that patients receive the best possible care in a modern and comfortable environment.
