RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute the First Amendment to the Professional Services Agreement with Ian Atkinson, M.D. to provide family medicine services at NMC effective October 1, 2015, extending the term to December 31, 2016 and adding $100,000 for a revised not to exceed amount of $200,000 for the full term of the Agreement November 1, 2014 to December 31, 2016.

 

SUMMARY/DISCUSSION:

NMC operates two medical surgical units and an intensive care unit that provide 24 hours, 7 days a week direct patient care to hospitalized patients.  In order to efficiently staff these units and provide 24/7 patient care, it requires a team of internal medicine and family medicine physicians, known as hospitalists, made up of full-time employee and part-time independent contractor physicians.

 

NMC has an Agreement with Ian Atkinson M.D. to provide hospitalist services as needed on the medical surgical unit.  Utilization of Dr. Atkinson’s services was more than expected due to the need to cover for a vacant position in the department which caused the need to add funds to the Agreement with this First Amendment.  Dr. Atkinson is paid an hourly rate according to the terms of the Agreement.  The amount of services may increase due to patient volume and need for services, but the rate of pay remains the same. NMC has obtained an independent opinion of fair market value supporting the payment terms of this Agreement.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved this Amendment as to legal form and risk provisions.  Auditor-Controller has reviewed and approved this Amendment as to fiscal provisions.  The Amendment has also been reviewed and approved by Natividad Medical Center’s Finance Committee on August 27, 2015 and Board of Trustees on September 4, 2015.

 

FINANCING:

The cost of this Amendment is $100,000.  The maximum not to exceed amount of this Agreement is $200,000 for the period November 1, 2014 to December 31, 2016.  $75,044 was disbursed in Fiscal Year 2014/2015.  $100,000 is included in the Fiscal Year 2015/2016 Adopted Budget.  The remaining balance will be budgeted in subsequent fiscal years.  There is no impact to the General Fund.
