a. Approve and authorize the Director of the Department of Social & Employment Services, or his designee, to sign an agreement with ACTION Council of Monterey County for $805,442 to provide project leadership and coordination for Differential Response, aka: Pathways to Safety, for the period July 1, 2012 through June 30, 2013; and
b. Authorize the Director of the Department of Social & Employment Services, or his designee, to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social & Employment Services, or his designee, to sign an agreement with ACTION Council of Monterey County for $805,442 to provide project leadership and coordination for Differential Response, aka: Pathways to Safety, for the period July 1, 2012 through June 30, 2013; and
b. Authorize the Director of the Department of Social & Employment Services, or his designee, to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work
SUMMARY/DISCUSSION:
This contract provides project leadership and coordination for Differential Response aka: Pathways to Safety. Differential Response is a strategic way of responding to the reports of abuse and neglect received by Monterey County Family and Children's Services (FCS). This approach to evaluating and improving family and child well-being improves the Department's ability to keep children safe. This is accomplished by responding earlier with a broad range of community based supports to reports of abuse and neglect, before family difficulties escalate to the point of harm (What Works Policy Brief; Foundation Consortium for California's Children and Youth). Monterey County FCS, in coordination with our community partners, will be working with the ACTION Council to fully develop and support a network of prevention and early intervention. This agreement was delayed coming forward for Board approval due to delayed determination of funding.
OTHER AGENCY INVOLVEMENT:
County Counsel, the Auditor-Controller and Purchasing have reviewed and approved this agreement.
FINANCING:
This agreement is funded by Realignment revenues and the Children's Trust Fund. Sufficient appropriations and estimated revenues in SOCOO5 are included in the FY 2012- 2013 Adopted Budget. Approval of this action has no impact on the County General Fund.
