RECOMMENDATION:

It is recommended that the Board of Supervisors:

1.                     Approve and Authorize the Monterey County Library Director to enter into an Agreement with CENIC (Corporation for Education Network Initiatives in California) on behalf of the County of Monterey to connect Monterey County Free Libraries to the internet through the high speed CENIC network for a period of 5 years at the one-time cost of One Thousand Dollars ($1,000.00).

2.                     Accept the non-standard terms and conditions of the Agreement, including but not limited to County Liability and Indemnification Provisions pursuant to the recommendation of the Monterey County Library Director.

 

 

 

SUMMARY/DISCUSSION:

 

Through the California State Library, the County of Monterey, through its Monterey County Free Libraries (MCFL), is eligible to connect County libraries to the high speed California Education Network Initiative program (CENIC network).  The State Library is partnering on this project with the Corporation for Education Network Initiatives in California - CENIC, the Califa Library Group, a not-for-profit entity acting as the state’s fiscal and administrative agent to provide this service.

 

The State of California and the California State Library joined the CENIC network, which allows all California Public Libraries the opportunity to have relatively ‘free’ access to a 1gbps connection to the internet. In addition to a one-time connection fee of $1,000, local public libraries are responsible for paying their own infrastructure costs to establish the local drop point for the CENIC connection. The County of Monterey Information Technology Department at 1500 Moffett Street, Salinas CA is currently hosting a local CENIC drop point for California State University Monterey Bay. MCFL can connect to this existing drop point for a one-time connection fee of $1000 to be paid by the MCFL to CENIC.

 

MCFL has consulted with Monterey County ITD and it was determined that this agreement benefits MCFL, the public it serves, and the County of Monterey as a whole. All branches of MCFL will be connected to the CENIC network through the County Libraries existing infrastructure that routes data traffic from individual branch libraries to County ITD at 1500 Moffett Street. Additionally, CENIC has agreed to provide emergency internet backup to the MCFL if the County connection to the internet fails. This ensures that MCFL will have redundant internet connectivity in case the County or CENIC internet connection fails.

 

Improving public library bandwidth - “Lighting Up Libraries” - is a statewide initiative. Better bandwidth allows public libraries to truly be community information hubs, connecting the more than 21 million Californians with library cards to the essential online resources necessary for 21st Century digital citizenship.

 

“Lighting Up Libraries” will mean patrons can enjoy faster, more productive internet sessions on MCFL terminals - potentially shortening the lines that exist in many libraries waiting for free access.   “Lighting Up Libraries” will also support video-conferencing and streaming media, let librarians create content, as well as boost free wireless access at MCFL branches.

 

Libraries will be able to collaborate with each other on digital offerings and engage with arts, cultural, research and education institutions throughout the state - and beyond.

 

OTHER AGENCY INVOLVEMENT:

 

The proposed Professional Services Agreement (PSA) has been reviewed and was not approved by County Counsel as to form and legality nor by Risk due to non-standard provisions, including but not limited to: undefined fiscal liability to the County, unavailable incorporated terms and conditions, vendor ability to unilaterally change fiscal and non-fiscal terms and conditions, lack of vendor insurance, mutual indemnity, and lack of clearly defined deliverables.  The Agreement was reviewed and approved by the Auditor-Controller’s Office as to fiscal terms and  by the Information Technology Department regarding nonstandard computer/technology projects provisions.

 

 

FINANCING:

 

A total non-recurring cost of One Thousand ($1,000.00) dollars shall be invoiced to MCFL upon installation of the cross connect.  MCFL will have thirty (30) days from receipt of invoice to provide payment.  The recommended Professional Services Agreement (PSA) provides a total amount of $1,000.00. It is determined that there are no additional expenses related to Information and Technology support or other related equipment, and support of the equipment at this time.

 

Funds have been included in the Library Budget Unit 6110 for FY 15-2016 to cover the current costs of this PSA.
