a. Approve and authorize the Chair of the Board of Supervisors to sign Amendment #1 to the Agreement with Central California Alliance for Health to provide health plan benefits for eligible In-Home Supportive Services providers, adding $5,479,681 for a revised contract total of $8,979,786 and extending the term through June 30, 2023; and
b. Authorize the Chair of the Board of Supervisors to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($897,978) of the revised contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Chair of the Board of Supervisors to sign Amendment #1 to the Agreement with Central California Alliance for Health to provide health plan benefits for eligible In-Home Supportive Services providers, adding $5,479,681 for a revised contract total of $8,979,786 and extending the term through June 30, 2023; and
b. Authorize the Chair of the Board of Supervisors to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($897,978) of the revised contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The Central California Alliance for Health (CCAH) has offered the Alliance Care In-Home Supportive Services (IHSS) health plan since July 1, 2005. The plan provides comprehensive and high-quality coverage including hospital, outpatient, primary and specialized care, prescription drugs, and mental health services for approximately 700 IHSS providers who meet eligibility criteria. The Alliance Care IHSS health plan provides culturally and linguistically sensitive access to health care throughout the County. Service Employee International Union (SEIU) Local 2015, representing IHSS providers, supports this health plan for their members. Central California Alliance for Health continues to have all regulatory approvals from the California Department of Managed Health Care and maintains the necessary Knox-Keene license to provide the Alliance Care IHSS plan.
The Evidence of Coverage (Attachment A-I-E) contained within the Original Agreement is for the period of July 1, 2021 through June 30, 2022. CCAH will not have the new Evidence of Coverage available until after the term start date of this agreement. To avoid bringing a retroactive agreement before the Board, DSS is recommending approval of this Amendment with the prior year’s Evidence of Coverage. DSS will do a subsequent amendment to add the updated Evidence of Coverage once it becomes available.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.
FINANCING:
The Board of Supervisor’s approved a health benefit increase of $0.18 cent per hour effective March 1, 2022, resulting in Amendment #1 increasing the agreement by $5,479,681 funds, of which $452,016 is for FY 2021-22 Adopted budget and the balance of $5,027,665 is for FY 2022-23 Recommended Budget. The contract specifies that the monthly premium will be $574.00, with the enrolled IHSS Provider paying $15.00 and the county $559.00 which is funded by Federal and State revenues. The County share for health benefits is part of the IHSS Maintenance of Effort (MOE) which is invoiced directly to Social Services.
The maximum number of individuals that can be enrolled is determined by the negotiated health benefit of $0.66 (increased $0.18 as of March 1, 2022) of financial participation for each hour of paid services each month. This Amendment increases the # of individuals that it can serve from 505 to 694 individuals per month approximately.
There are sufficient appropriations and estimated revenues included in the IHSS Public Authority’s 001-5010-SOC001 FY 2021-22 Adopted Budget and FY 2022-23 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This contract correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to provide health benefits to In-Home Supportive Services providers, whose services help allow seniors and people with disabilities to remain safely in their homes.
