Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve the Area Agency on Aging 2024-2028 Area Plan; and

b. Authorize the Chair of the Board of Supervisors to sign the Area Plan Transmittal Letter.

 

SUMMARY/DISCUSSION:

Every four years, the California Department of Aging (CDA) requires each Area Agency on Aging (AAA) across the state to consider the needs of seniors and develop plans to meet those needs. The AAA 2024-2028 Area Plan fulfills that requirement and integrates findings from the 2023 AAA Needs Assessment survey, the 2023 Community Assessment Survey for Older Adults (CASOA), three focus groups, and Information, Referral, and Assistance (IRA) program data. The information gathered from these assessments, focus groups, and program data assisted in understanding the current needs of older residents in the county and establishing service priorities. As a result, this Area Plan has outlined service goals and objectives based on the CDA funding categories, with a focus on:

                     Expansion of outreach to improve access to resources and information for eligible older adults, individuals with disabilities, and caregivers, with a focus on at-risk seniors living in rural areas, those with limited English proficiency, minorities, and/or low-income individuals.

                     Ensure that contracted AAA partners understand the need to expand outreach and strengthen services provided to underserved communities, including at-risk seniors, individuals with disabilities, and caregivers living in rural areas.

                     Evaluate and monitor the quality of services provided by contracted providers to address the identified needs of older adults, adults with disabilities, and caregivers. 

 

OTHER AGENCY INVOLVEMENT:

A Public Hearing was held on April 24, 2024, at the Area Agency on Aging Advisory Council Meeting in Salinas.  The Area Agency on Aging Advisory Council approved the 2024-2028 Area Plan on April 24, 2024.

 

FINANCING:

There is no fiscal impact to the County General Fund associated with receiving or approving the AAA 2024-2028 Area Plan.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by access to resources and individualized assistance to residents of Monterey County.
