Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.                     Approve and authorize the Director of Health to sign a three-year term Mental Health Services Agreement (July 1, 2015 to June 30, 2018) with 7th Avenue Center, LLC in Santa Cruz, California for the provision of mental health treatment services to adults with psychiatric impairments and disabilities in the amount of $349,834 for Fiscal Year (FY) 2015-16, $361,715 for FY 2016-17, and $374,016 for FY 2017-18, for a total Agreement in the amount of $1,085,565; and

b.                     Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

7th Avenue Center, LLC is a mental health rehabilitation center for adults with psychiatric impairments and disabilities that require a locked skilled nursing level of care.  Treatment services include an individualized program to meet the specific needs of each client and a structured regiment with individualized services to assist clients in their development of new skills. 

 

This Agreement with 7th Avenue Center, LLC is for a three (3) fiscal year term from July 1, 2015 to June 30, 2018, which renews and updates Agreement A-12257 ending June 30, 2015.  There are no changes to the scope of services from prior fiscal years.  7th Avenue Center, LLC is a Medi-Cal Free-Standing Nursing Facilities Level B (NF-B) facility designated as an Institution for Mental Disease (IMD).  Assembly Bill 1054 (Statutes of 2013, Chapter 303) mandates an annual increase of 3.5 percent for these facilities effective July 1, 2014 and subject to change upon revised notice. 

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions.  This Agreement is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by Realignment revenues.  The funds for this Agreement ($349,834) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Requested Budget.  The funds for this Agreement for FY 2016-17 ($361,715) and FY 2017-18 ($374,016) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2016-17 and Fiscal Year 2017-18 Requested Budgets.
