a. Approve and authorize the Director of the Department of Social and Employment Services, or his designee, to sign an agreement with ACTION Council of Monterey County Inc., for $459,317 for the period July 1, 2012 - June 30, 2013 to provide the Wraparound Administrative Services Agent (WASA) function for Wraparound Monterey County; and
b. Authorize the Director of the Department of Social and Employment Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social and Employment Services, or his designee, to sign an agreement with ACTION Council of Monterey County Inc., for $459,317 for the period July 1, 2012 - June 30, 2013 to provide the Wraparound Administrative Services Agent (WASA) function for Wraparound Monterey County; and
b. Authorize the Director of the Department of Social and Employment Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Monterey County has been operating a collaborative Wraparound program since 2002. Wraparound Monterey County offers an alternative service provision to reunite children safely with their families, or maintain children with their family safely. The program is a collaboration between Monterey County Department of Social & Employment Services, Probation, Behavioral Health and Office of Education.
Wraparound Monterey County continues to provide services consistent with the model created in 2009. The program continues to grow in its ability to provide strong, individualized family engagement services and supports, while maintaining a clear fiscal model that is cost effective. This model includes a Wraparound Care Coordinator Function, a Wraparound Administrative Services Agent (WASA), and a Wraparound Provider Network. ACTION Council continues in the WASA role, overseeing the Wraparound Service Provider Network. To date ACTION Council has engaged over one hundred (100) local service providers to join as partners in Monterey County's Wraparound Service Provider Network.
ACTION Council was created in 1994 with the goals of creating public/private partnerships to promote economic and social justice; to initiate community dialogue and action on critical issues; to provide a focal point for achieving community transformation; and to develop resources to facilitate needed change. Currently DSES partners with the ACTION Council in other programs, including the Pathways to Safety and Best Friends programs.
OTHER AGENCY INVOLVEMENT:
County Counsel, the Auditor-Controller and Purchasing have all reviewed and approved this agreement.
FINANCING:
Sufficient appropriations and estimated revenues are included in the FY 2012-2013 Adopted Budget. There is no impact to the County General Fund.
