RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and Authorize the Contract Purchasing Officer or designee to execute a non-standard Agreement with LongView International Technology Solutions, Inc. dba LTS, Inc. for fully automated self-service healthcare kiosks, designed to provide direct and discrete access to a full range diagnostic tests and health products as directed by the County (Narcan dispensary), for an amount not to exceed $106,950 with an agreement term upon execution through October 21, 2026; and
b. Approve the Director of Health Services’ recommendation to accept all non-standard provisions in Agreement, including indemnification.
SUMMARY/DISCUSSION:
Overdose deaths, particularly from fentanyl, are on the rise both nationally and locally. Fentanyl, a potent synthetic opioid often mixed with other drugs, increases the risk of unintentional overdoses. In response, the County of Monterey Health Department is enhancing harm reduction strategies, focusing on expanding the distribution of naloxone, a medication that can reverse opioid overdoses.
The County's new agreement aims to significantly boost naloxone and fentanyl test strip availability, ensuring it is accessible to individuals at risk and our community. This will be achieved through targeted outreach, strategic distribution, and public training on naloxone use.
A key element of this initiative is the installation of four vending machines that will dispense naloxone and fentanyl test strips in areas with high opioid use and overdose rates. These machines will enhance access to both naloxone and test strips, which allow users to check for fentanyl in substances, helping to prevent overdoses.
Overall, this initiative reflects the County's commitment to reducing overdose deaths and promoting public health, prioritizing safety through increased access to lifesaving tools and ongoing education.
The Director of Health Services requests that the Board accept and approve all non-standard provisions within the Agreement, including indemnification.
This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goals: 1. Empower the community to improve health; 2. Enhance public health and safety through prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports three of the ten essential public health services, specifically: 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; 4. Strengthen, support, and mobilize communities and partnerships to improve health; and 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy.
OTHER AGENCY INVOLVEMENT:
The Offices of County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to form and fiscal provisions, respectively.
FINANCING:
There will be no impact to the General Fund from approval of this action. There are sufficient appropriations in the Health Departments Fiscal Year (FY) 2024-25 Adopted Budget 001-4000-8438-HEA014 to accommodate the current FY’s costs, and provision will be made in the FY 2025-26 Requested Budget for the anticipated expenditures.
