RECOMMENDATION:
It is recommended that the Board of Supervisors approve a request to rollover FY 2021-22 ARPA funds to FY 2022-23 allocated to the Civil Rights Office in the amount of $17,912 for Equal Opportunity Plan (EOP) Implementation and Title VI & Title VII Training Support.
SUMMARY/DISCUSSION:
The Board of Supervisors allocated $69,000 in ARPA funds to the Civil Rights Office for FY 2021-22 to support six projects: (1) Equal Opportunity Plan Performance Review in the amount of $16,000; (2) State-Mandated Harassment Training with an allocation of $15,500; (3) Complaint Case Management System in the amount of $7,500; (4) American Sign Language Interpretation and Document Translation in the amount of $5,000 (5) Continuing Training and Education in the amount of $15,000; and, (6) Title VI and Title VII Training Support in the amount of $10,000.
The Department expended $51,088, leaving $17,912 of unspent ARPA funds. The Civil Rights Office recommends rolling over unspent ARPA funds for EOP Implementation and Title VI & Title VII Training support for FY 2022-23 for the following reasons:
Title VI & Title VII Training Support. The Board of Supervisors allocated $10,000 in ARPA funds for FY 2021-22. The Civil Rights Office exhausted allocated funds to work with outside consultants to develop and facilitate reasonable accommodation training for the organization.
Equal Opportunity Plan Implementation. ARPA funds in the amount of $16,000 were allocated for FY 2021-22 to contract with outside consultant services to perform specialized data analysis of the County’s demographics and workforce to ensure the County is meeting its requirement of hiring a workforce that is representatives of the residents its serves. The Civil Rights Office spent $8,000 of the allocated funds, leaving a total of $8,000 unspent funds.
The Civil Rights Office recommends rolling over $17,912 in unspent funds to FY 2022-23 to continue its collaboration with outside consultants. These funds will ensure the County meets federal law requirements and equal opportunity goals, in addition to developing and facilitating training requirements mandated by the Civil Rights Act of 1964.
OTHER AGENCY INVOLVEMENT:
The Budget Committee unanimously supported this request during the July 27th, 2022, Budget Committee meeting.
FINANCING:
The Board of Supervisors allocated $69,000 in ARPA funds to the Civil Rights Office for FY 2021-22. The Department has expended $51,088, leaving $17,912 unspent ARPA funds. The Civil Rights Office recommends rolling over unspent ARPA funds to continue the development of Equal Opportunity Plan (EOP) Implementation and Title VI & Title VII Training support for federal requirements for FY 2022-23.
