Approve and authorize the Monterey County Sheriff or Undersheriff to sign a Memorandum of Understanding and Amendment No. 1 to the MOU between the North Monterey County Unified School District and the Monterey County Sheriff’s Office for provision of a School Resource Deputy for the balance of the 2016-2017 School Year.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and Authorize the Monterey County Sheriff or Undersheriff to sign a Memorandum of Understanding and Amendment #1 to the MOU between the North Monterey County Unified School District and the Monterey County Sheriff’s Office for provision of a School Resource Deputy for the balance of the 2016-2017 School Year.

 

DISCUSSION:

 

The Monterey County Sheriff’s Office (MCSO) was able to place a deputy as a School Resource Officer at North Monterey County High School (hereinafter District), during the late 1980’s to early 1990’s. This position was 100% funded by MCSO.  The District and MCSO had a close working relationship which was beneficial for both organizations. Budget cuts forced the elimination of the position, and there has not been a deputy on site for several years.

 

Events took place on the District’s high school campus during the 2015-16 school year that caused campus lockdowns and brought the forefront the need for a School based deputy.  The District approached MCSO about a new partnership and working collaboratively, an agreement was reached where each entity would fund half of the deputy’s salary.  The Memorandum of Understanding (MOU) attached memorializes the terms of this partnership.

 

This agreement has already been presented to the District’s board and they authorized the Superintendent of the District to sign on their behalf in May 2016. However, MCSO was experiencing a patrol deputy shortage, and was unable to allocate a deputy to fill the position at that time. Recent recruitment efforts have filled some of the vacancies, and MCSO now has sufficient staffing to allocate to this position.

 

The time delays created a need to update some of the language in the original MOU and Amendment #1 was created to reflect changes in the amount of the MOU (half year reimbursement versus full year’s reimbursement) and to clarify hours and days that the District wanted the Deputy on the campus.  The MOU and Amendment #1 are now being brought to the Board of Supervisors in the interests of full disclosure and to make the public aware of the renewal of this beneficial partnership.

 

A copy of this MOU and Amendment #1 are on file with the Clerk of the Board.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has approved the MOU as to legal form and the Auditor Controller has reviewed the MOU for fiscal provisions. The District has already negotiated the MOU.

 

FINANCING:

 

Funding for the MCSO portion of the MOU and Amendment #1 has been included in the Fiscal Year 2016-17 baseline budget. There will be no increase in Net County Contribution as a result of this board action.
