Approve and authorize the Director of the Department of Social Services to sign Amendment No. 1 to Agreement No. A-12895 with the Alliance on Aging for the provision of Ombudsman, Health Insurance Counseling and Advocacy Program (HICAP), and Medicare Improvements for Patients and Providers Act (MIPPA) Program services to Monterey County seniors adding $75,757, effective February 1, 2016, increasing the total contract amount to $443,610.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment #1 to Agreement #A-12895 with the Alliance on Aging for the provision of Ombudsman, Health Insurance Counseling and Advocacy Program (HICAP), and Medicare Improvements for Patients and Providers Act (MIPPA) Program services to Monterey County seniors adding $75,757, effective February 1, 2016, increasing the total contract amount to $443,610.

 

SUMMARY/DISCUSSION:

Amendment #1 with the Alliance on Aging enables the Department of Social Services, Area Agency on Aging, to provide additional Federal funding for Ombudsman, Health Insurance Counseling and Advocacy Program (HICAP), and Medicare Improvements for Patients and Providers Act (MIPPA) Program. 

 

The Ombudsman Program provides a voice for vulnerable Monterey County Seniors who are residing in residential care facilities and nursing homes within the County.  The HICAP Program provides information, counseling, and assistance to consumers regarding Medicare benefits and supplemental insurance. MIPPA services include outreach to the most rural areas of the County and connect eligible seniors to Medicare.

 

The additional funds provided through this amendment allow for improved services to Monterey County Seniors through these programs.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this amendment. County Counsel has approved the amendment as to form.

FINANCING:

Funding is provided through the California Department of Aging. Sufficient appropriations and revenues are included in the Adopted FY 2015-16 Budget. There is no impact to the County General Fund.
