Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to Agreement with Jackson Physician Search, LLC (JPS) for recruitment and placement of physician, nurse practitioner, and physician assistant services, adding $332,000 for a revised total contract liability amount of $530,000, with no change to contract term of May 15, 2023 through May 31, 2025; and
b. Authorize the Director of Health Services or designee to sign up to three (3) future amendments to this Agreement where the amendments in total do not exceed 10% of the original contract amount ($19,800), for a revised total contact liability of $549,800, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to Agreement with Jackson Physician Search, LLC (JPS) for recruitment and
placement of physician, nurse practitioner, and physician assistant services, adding $332,000 for a revised total contract liability amount of $530,000, with no change to contract term of May 15, 2023 through May 31, 2025; and
b. SUMMARY/DISCUSSION:
The Health Department Clinic Services Bureau (Clinic Services) operates ten community clinic sites designated as Federally Qualified Health Centers (FQHCs) which provide preventive, primary, and specialty medical care services.
Jackson Physician Search (JPS) has been in physician recruitment since 1978 and have placed thousands of physicians within health systems, hospitals, medical practices and FQHCs across the U.S.
Clinic Services entered into a Standard Agreement with JPS for recruitment and placement of licensed physician, nurse practitioner, and physician assistant services, for a term of May 15, 2023, to May 31, 2025, with a contract amount not to exceed $198,000. Physicians, nurse practitioners and physician assistants (Providers) are critical to clinic operations to maintain and expand patient access. Due to recent provider relocation and retirements, assistance with hard to recruit licensed providers remains essential. Further, the addition of the Alisal Integrated Health Clinic and Mobile Health Clinic this year will require added licensed providers. Approval of Amendment No. 1 will allow Clinic Services to continue to engage with JPS to recruit high-quality providers and ensure the delivery of patient care services.
This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goals(s): 3) Ensure access to culturally and linguistically appropriate customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable; and 8) Assure competent public and personal health care workforce.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has approved this Amendment No. 1 as to legal form, and Auditor Controller has approved as to fiscal provisions.
FINANCING:
Sufficient funds are available in the FY 2023-2025 Proposed Budget for Clinic Services Bureau, Health Department (4000-HEA007). There is no financial impact to the General Fund resulting from approval of this Amendment No. 1.
