Title

a. Award a contract to Precision Grade, Inc., for the Pedestrian Crosswalk Enhancements at Castroville Blvd. & Rio Rd. Project, Project No. 1148, in the total amount of $239,175;

b. Approve the Performance and Payment Bonds executed and provided by Precision Grade, Inc.;

c. Authorize a contingency, not to exceed ten percent (10%) of the contract amount or $23,918, to provide funding for approved contract change orders;

d. Authorize the  Director of Community Services or successor to execute the contract and, subject to the terms of the Public Contract Code, approve change orders to the contract that do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work; and

e. Authorize the  Director of Community Services or successor to execute a Certificate of Completion and record a Notice of Completion with the County Recorder when the Director or Chief of Public Works determines that the contract is complete in all respects in accordance with Plans and Special Provisions for the construction of the Pedestrian Crosswalk Enhancements at Castroville Blvd. & Rio Rd. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Award a contract to Precision Grade, Inc., the lowest responsible bidder, for the Pedestrian Crosswalk Enhancements at Castroville Blvd. & Rio Rd. Project, Project No. 1148, in the total amount of $239,175;

b.                     Approve the Performance and Payment Bonds executed and provided by Precision Grade, Inc.;

c.                     Authorize a contingency, not to exceed ten percent (10%) of the contract amount or $23,918, to provide funding for approved contract change orders;

d.                     Authorize the  Director of Community Services to execute the contract and, subject to the terms of the Public Contract Code, approve change orders to the contract that do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work; and

e.                     Authorize the Director of Community Services to execute a Certificate of Completion and record a Notice of Completion with the County Recorder when the  Director or Chief of Public Works determines that the contract is complete in all respects in accordance with Plans and Special Provisions for the construction of the Pedestrian Crosswalk Enhancements at Castroville Blvd. & Rio Rd. Project, Project No. 1148.

 

SUMMARY:

Approval of the recommended action will authorize the Resource Management Agency to award the Pedestrian Crosswalk Enhancements at Castroville Blvd. & Rio Rd. Project construction contract to Precision Grade, Inc. as the lowest responsible, responsive bidder and proceed with construction. The project, in general, consists of constructing Rectangular Rapid Flash Beacons (RRFB) on Castroville Boulevard at the intersection with Elkhorn Road in Castroville, and on Rio Road at the intersection with Via Nona Marie in Carmel.  Each location will also include the improved curb ramps with detectable warning surface (raised truncated domes).

 

DISCUSSION:

The County was awarded a $244,500 Highway Safety Improvements Program (HSIP) grant by Caltrans to design and construct RRFBs at two (2) locations in the County.  The purpose of the project is to improve pedestrian safety at these two (2) locations.  The project, in general, consists of constructing RRFBs on Castroville Boulevard at the intersection with Elkhorn Road in Castroville, and on Rio Road at the intersection with Via Nona Marie in Carmel.  Each location will also include the improved curb ramps with detectable warning surface (raised truncated domes).

 

On September 1, 2020, the Board of Supervisors approved the Plans and Special Provisions for the Pedestrian Crosswalk Enhancements at Castroville Blvd. & Rio Rd. Project, Project No. 1148.  The project was subsequently advertised, and bids were opened on October 14, 2020.  The lowest responsible, responsive bidder was Precision Grade, Inc. with a bid of $239,175.

 

Staff finds that the project qualifies as a Class 1 categorical exemption pursuant to Section 15301 of the California Environmental Quality Act (CEQA) because the project is a minor alteration to existing streets and similar facilities, which involves no expansion of use (See CCR § 15301 Existing Facilities). 

 

Construction is anticipated to begin in December 2020 and is scheduled to take three (3) months, meaning it would be completed in FY 2020-21.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Manager, and Contracts/Purchasing, attended the bid opening and reviewed the low bid for conformance with applicable regulations.  The Office of the County Counsel-Risk Manager, and the Auditor-Controller’s Office have reviewed and approved the Contract and Bonds as to form, insurance/indemnification, and fiscal provisions, respectively.

 

FINANCING:

The total estimated project cost, including engineering, environmental, and construction is $332,593.  This project is listed in the FY 21 5-year Capital Improvement Plan, as well as the FY 21 Annual Work Program for Road Fund.  Estimated construction costs total $263,093, consisting of $239,175 for the bid, $23,918 for contingency, and $26,000 for construction management.  The construction phase of the Project is fully funded and scheduled to begin and be completed in Fiscal Year 2020-21.  The construction will be fully funded by the HSIP grant up to an amount of $206,500, the remaining balance of $82,593 will be funded by Transient Occupancy Tax.  There are currently sufficient appropriations in the adopted FY 2020-21 Road Fund budget to complete this project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This project will install RRFBs on Castroville Boulevard at the intersection with Elkhorn Road in Castroville, and on Rio Road at the intersection with Via Nona Marie in Carmel.  Each location will also include improved curb ramps with detectable warning surface (raised truncated domes).  The recommended action supports the following Board of Supervisors’ Strategic Initiatives:
