RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Child and Family Services Review-System Improvement Plan September 9, 2014 through September 9, 2019; and
b. Approve and authorize CAPIT/CBCAP/PSSF Expenditure Workbook for the period - July 1. 2014 through September 30, 2019; and
c. Approve and authorize CAPIT/CBCAP/PSSF Evaluation Template- September 9, 2014 through September 9, 2019; and
d. Approve and authorize the Chair of the Board to sign the required Notice of Intent for September 1, 2014 through September 31, 2019.
 
SUMMARY/DISCUSSION:
Pursuant to Welfare and Institutions Code section 10601.2, the Child Welfare Outcomes and Accountability System (2001 Assembly Bill 636), Monterey County Department of Social Services (DSS) implemented a System Improvement Plan (SIP) to assist in improving outcomes for children and families.  An updated five year SIP has been developed at this time to cover the period of 2014- 2019.  Development of the proposed updated SIP was prepared in partnership with the Probation Department and in concert with numerous county and community-based stakeholders, including but not limited to: the Health Department, education providers, First 5, local community based organizations, and families.  This process has also incorporated the five year reporting requirements for Child Abuse Prevention, Intervention and Treatment State Grant Funds (CAPIT) and Community Based Child Abuse Prevention Federal Grant Funds (CBCAP).
 
The SIP is a five-year plan that identifies areas of focus as the Department of Social Services and the Probation Department strive to continuously assure high quality services to children and families. The plan identifies strategies for addressing the following areas of focus:
 
      Department of Social Services-Family and Children's Services
·      No recurrence of maltreatment
·      Reunification within 12 months when safe
·      Adoption within 12 months of children being eligible
·      Placement stability for children in care at least 2 years
·      Continuous quality improvement and development of data tools to support decision-making
 
      Probation Department
·      Exits to permanency for children in placement at least 2 years
·      Implementation of extended foster care for youth emancipating from placement
 
The attached proposed SIP was prepared in collaboration with the system partners and is submitted for review, approval, and authorization for implementation by your Board at this time.
 
Incorporated into this process, the California State Office of Child Abuse Prevention (OCAP) is moving to a five year mandated reporting schedule requiring an annually updated Expenditure Workbook and Evaluation Template that measures effectiveness of each of the identified programs.  Additionally, counties are required to have a Notice of Intent (NOI) on file with the State which identifies each agency within the county who will be responsible for administering the state/federal CAPIT/CBCAP/PSSF grant programs.
 
The County Board of Supervisors has designated the Child Abuse Prevention Council of Monterey County (CAPC) as the public agency to administer the Child Abuse Prevention, Intervention and Treatment State Grant Funds (CAPIT) and the Community Based Child Abuse Prevention Federal Grant Funds (CBCAP).
W&I Code Section 16602 (b) requires that the local welfare department administer the Promoting Safe and Stable Families (PSSF) funds.  The County Board of Supervisors has designated the Department of Social Services for Monterey County as the local welfare department to administer PSSF.
 
By approving and authorizing the execution of the SIP, the Board of Supervisors acknowledges the effort of DSS and Probation to improve the outcomes for children and families and approves the proposed five-year work plan.
 
By signing the NOI, Monterey County will be assuring that the Child Abuse Prevention, Intervention and Treatment (CAPIT), Community Based Child Abuse Prevention (CBCAP), and Promoting Safe and Stable Families (PSSF) funds will be used as outlined in state and federal statute:
·      Funding will be used to supplement, but not supplant, existing child welfare services; and
·      Funds will be expended by the county in a manner that will maximize eligibility for federal financial participation; and
·      The designated public agency to administer the CAPIT/CBCAP/PSSF funds will provide to the OCAP all information necessary to meet federal reporting mandates; and
·      Approval will be obtained from the California Department of Social Services (CDSS), Office of Child Abuse Prevention (OCAP) prior to modifying the service provision plan for CAPIT, CBCAP and/or PSSF funds to avoid any potential disallowances; and
·      Compliance with federal requirements to ensure that anyone who has or will be awarded funds has not been excluded from receiving Federal contracts, certain subcontracts, certain Federal financial and nonfinancial assistance or benefits as specified at <http://www.epls.gov/>.
 
By approving the annual Expenditure Notebook, the Board of Supervisors authorizes the Department of Social Services to identify and allocate funds for programs to prevent child abuse and neglect.
 
 
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the NOI as to form.
 
 
FINANCING:
Approval of this action will assure that Monterey County will receive designated CAPIT, CBCAP and PSSF funds. Approval of this action has no negative impact on the County General Fund.
