a. Approve and authorize the Director of Health to sign a one-year Mental Health Services Agreement with The Village Project, Inc. for mental health outreach and counseling services for a total Agreement amount of $356,244 for Fiscal Year 2014-15; and
b. Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign a one-year Mental Health Services Agreement with The Village Project, Inc. for mental health outreach and counseling services for a total Agreement amount of $356,244 for Fiscal Year 2014-15; and
Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Since Fiscal Year 2008-09, the Monterey County Health Department, Behavioral Health Bureau, has contracted with The Village Project, Inc. (TVP) for the provision of mental health outreach and counseling services for Monterey County African-Americans and other unserved/underserved racial and ethnic group members and their families. TVP works in collaboration with other community based organizations providing mental health services to ensure that services are culturally competent. Referrals are made through the community, faith based organizations, schools, and Behavioral Health Bureau's Forensic Team. This new Agreement will assure continuation of the services for one additional fiscal year.
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: enhance community health and safety by emphasizing prevention; and ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically: Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions. The Agreement is on file with the Clerk of the Board.
FINANCING:
This Agreement is funded by Mental Health Services Act funds (89% or $315,360) and AB 109 funds (11% or $40,884). The funds for this Agreement are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2014-15 Recommended Budget.
