SUMMARY

The Human Resources Department conducted a classification and base wage compensation study of the Maintenance Inventory and Yard Clerk classification. The classification study confirmed that the incumbent is appropriately classified and continues to perform the central inventory and storekeeper responsibilities within the Maintenance Inventory and Yard Clerk classification.

Following the classification review, a base wage compensation analysis was conducted in accordance with the County’s Compensation Philosophy. The analysis identified insufficient external market matches for this classification, and consistent with the County’s Compensation Philosophy, an internal analysis was conducted to determine appropriate salary alignment. The analysis supported maintaining the established salary relationship between the Maintenance Inventory and Yark Clerk and Maintenance Yard Clerk classifications.

Based on the analysis, the Human Resources Department recommends the Board of Supervisors amend the Personnel Policies and Practices Resolution (PPPR) No. 98-394 Appendices A and B to adjust the Maintenance Inventory and Yard Clerk base wage salary ranges for the classification effective in the current pay period beginning October 31, 2026.

DISCUSSION:

The Human Resources Department conducted a classification and base wage compensation study of the Maintenance Inventory and Yard Clerk classification in the Public Works, Facilities, and Parks Department

The classification study review determined the incumbent was appropriately classified. The analysis found the incumbent continues to perform the central inventory and storekeeping responsibilities within the classification. Therefore, no classification change was recommended.

Following the classification review, a base wage analysis was conducted in accordance with the County of Monterey’s Compensation Philosophy. The base wage analysis of comparable agencies identified insufficient external matches for the classification of Maintenance Inventory and Yard Clerk. Consistent with the County’s Compensation Philosophy, when fewer than three (3) appropriate external classification matches are available, internal comparisons are utilized to establish base wages.

Accordingly, an internal analysis of the Maintenance Inventory and Yard Clerk classification was conducted. The analysis determined that the Maintenance Yard Clerk classification is the most appropriate internal comparator to the Maintenance Inventory and Yard Clerk classification. The analysis confirmed that the Maintenance Inventory and Yard Clerk classification remains the higher-level classification based on its responsibility for central inventory and storekeeping operations and supported maintaining the historical salary relationship between the two classifications.

Based on this internal alignment, the Maintenance Inventory and Yard Clerk classification would require an adjustment of approximately 9.42% at top step to restore the historical salary differential of 2% above top step of the Maintenance Yard Clerk classification.

Therefore, the Human Resources Department recommends the Board of Supervisors adopt a Resolution to amend Personnel Policies and Practices Resolution (PPPR) No. 98-394 Appendices A and B to adjust the Maintenance Inventory and Yard Clerk base wage salary ranges effective in the current pay period beginning October 31, 2026, as indicated in Attachment A.

OTHER AGENCY INVOLVEMENT:

The County Administrative Office, Public Works, Facilities and Parks Department, and Office of County Counsel concur with the recommendations. In addition, Service Employee International Union (SEIU) has been provided notice of this recommendation.
