RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health Services or designee to execute a retroactive Amendment No. 2 to Alcohol and Drug Treatment Service Agreement A-17396 between the County of Monterey and Valley Health Associates for the provision of alcohol and drug recovery services, adding $200,000 for a new total Agreement amount not to exceed $1,918,007 and with a new agreement term of July 1, 2025 through June 30, 2026, effective November 1, 2025.
SUMMARY:
Valley Health Associates (VHA) will implement a trauma-informed program that supports the prevention of youth substance use through evidence-based strategies designed to strengthen resilience, promote leadership development, and expand access to prevention and early intervention resources.
DISCUSSION:
The County currently has Agreement A-17396 for a current dollar amount of $1,718,007 with Valley Health Associates (VHA). This Amendment No. 2 is retroactive to November 1, 2025, and adds $200,000 for FY 2025-26 for a new contract amount of $1,918,007. VHA provides the following services: Medication Assisted Treatment include methadone dosing, Outpatient group and individual therapy for youth and transition age including case management and Recovery Services.
Amendment No. 2 adds Program 3 Youth Substance Use Disorder Prevention Services through use of evidenced based trauma informed education for youth and families, provided in schools, community & juvenile justice settings with the aim of building resilience and discouraging substance use, particularly opioid use, in vulnerable youth. Additionally, VHA will provide onsite Mobile Medication-Assisted Treatment (MAT) from its mobile unit.
This Agreement contains the County’s standard 30-day “no cause” provision (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2) Provide Exceptional Person-Center Care through Accessible, Community-Focused Health Services. It also supports one of the ten essential public health services, specifically: 7) Link people to need personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The office of the County Counsel and Auditor-Controller have reviewed and approved Amendment No. 2 as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by 38% Federal Substance Abuse Block Grant (SABG), 34% Drug Medi-Cal, 18% AB109 funding and 10% Opioid Settlement Funds (OSF). The funds for FY 2025-26 are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2025-26 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This Amendment No. 2 will allow continued access to substance use services for eligible residents within the community, aligning with the Strategic Plan Goal of Well-Being and Quality of life.
