Title

Approve and authorize the County Administrative Officer or designee to execute a License Agreement with the City of Salinas for use of a portion of the Train Station Parking Lot, located at 20 W. Market Street in Salinas, for the period of December 29, 2025 through March 31, 2026.

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to:

a.      Approve and authorize the County Administrative Officer or designee to execute a License Agreement with the City of Salinas for use of a portion of the Train Station Parking Lot, located at 20 W Market Street in Salinas, for the period of December 29, 2025 through March 31, 2026; and,

b.     Authorize the County Administrative Officer or designee to make minor revisions to the License Agreement as necessary.

 

SUMMARY:
On December 3, 2024, the Board of Supervisors approved an agreement with ENGIE Services U.S. Inc., now known as Opterra Energy Services (Opterra), to implement a solar energy project at the County Government Building located at 168 W. Alisal Street. On June 17, 2025, the Board authorized the inclusion of the re-pavement of the south parking lot across the street from the Government Center as part of the project.

 

Construction will require the temporary closure of this parking lot, significantly impacting staff at the campus. To mitigate this impact, the proposed License Agreement with the City of Salinas would provide County employees with access to 120 parking stalls at 20 West Market Street (Train Station Parking Lot).

 

DISCUSSION:
The solar energy project at 168 W. Alisal is a key component of the County’s sustainability and energy-efficiency efforts and includes both rooftop solar installation and improvements to the employee parking lot across the street. Full closure of the parking lot will be required during construction, creating temporary parking challenges for staff.

 

To address these impacts, the County Administrative Office has coordinated with the City of Salinas to secure temporary use of the Train Station Parking Lot. The proposed License Agreement would provide access to 120 parking stalls, Monday through Friday from 7:00 a.m. to 6:00 p.m., for the duration of construction, currently anticipated from December 29, 2025 through March 31, 2026.

 

 

While the project will create short-term inconvenience, it will deliver long-term sustainability and infrastructure benefits. The County Administrative Office - Sustainability Program will continue to implement mitigation measures and keep affected employees informed throughout construction.

 

Approval of the recommended action authorizes the County Administrative Officer or designee to execute the agreement and make minor revisions as necessary.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved the License Agreement as to form and legality.

 

FINANCING:

The License Agreement results in a monthly cost to the County in the amount of $3,600 ($30 per stall), which will be funded by the solar project budget in 404-3200-PFP057-8564-4114
