RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve Contributed Funds Agreement between Monterey County and the Bureau of Land Management (BLM) for BLM administration costs estimated to be in the amount of $3,970, for the construction of the State Route 68/Corral de Tierra Intersection Improvement project; and

b. Authorize the Resource Management Agency Director to execute the Contributed Funds Agreement and future amendments that do not significantly alter the scope of work or change the approved Agreement amount.

 

SUMMARY:

Approval of the Contributed Funds Agreement between Monterey County and the Bureau of Land Management (BLM) will initiate BLM administrative processes associated in obtaining an easement.  Obtaining this easement will complete one of four properties necessary for the construction of the State Route 68/Corral de Tierra Intersection Improvement project.

 

DISCUSSION:

The purpose of the Highway 68-Corral de Tierra Road Intersection Improvements project is to improve traffic flow at said intersection.  The project is to construct a second left-turn lane onto southbound Corral de Tierra Rd from westbound Highway 68.  The project is also to construct a merge lane on southbound Corral de Tierra Rd to receive the second left-turn lane.

 

Four properties are necessary for the construction of the project, one of which is an easement from BLM.  Before BLM can begin the process of deeding the necessary easement for the project, they have requested that the County and BLM enter into a Contributed Funds Agreement.  The agreement will allow the County to provide funds to BLM for administrative costs associated with the easement.

 

Project is currently in the permitting and right-of-way phase and the design is 65% complete.  The Project Approval & Environmental Document (PA&ED) phase of the project was completed in December 2015.  Construction bid advertisement is planned for August 2016.

 

The Contributed Funds Agreement with BLM is necessary to complete one of four right-of-way required for the construction of the intersection improvement project.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved the Contributed Funds Agreement between Monterey County and the Bureau of Land Management as to form and legality.

 

FINANCING:

There is no impact to the General Fund.  The agreement amount is $3,970.  The estimated total cost of the project, including engineering, environmental, right-of-way and construction, is $3,384,622.  Funding from a variety of State and local revenue in the amount of $3,384,622 has been authorized for design, environmental, right-of-way and construction of the project as identified in attached Project Budget.  In the adopted FY16 Annual Work Program for the Road Fund, $2,208,003 was appropriated for the project.  The agreement amount is included in the adopted budget; therefore there are sufficient appropriations available in the Resource Management Agency - Road Fund Budget (Fund 002, Sub Fund HORC, Unit 8195) to finance the agreement.
