Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Director of Health to sign a Mental Health Services Agreement (May 1, 2012-June 30, 2012, FY 2012-13 and FY 2013-14) with Milhous Children's Services for the provision of mental health services in the amount of $21,609 for FY 2011-12, $128,237 for FY 2012-13 and $128,237 for FY 2013-14, for a total of $278,083, for the period May 1, 2012 through June 30, 2014; and
b.      Authorize the Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) of the annual amount, which does not significantly alter the scope of work or result in an increase to General Fund Contribution.
 
SUMMARY/DISCUSSION:
Milhouse Children's Services ("Milhous") will provide mental health services to Monterey County young adults in accordance with the client's individual education plan and other identified needs. Milhous provides an array of mental health services and rehabilitative care to Monterey County children. Children placed in Milhous suffer from seriously emotional and behavioral problems, which interfere with their ability to effectively function within their home and in the community. The services provided at Milhous are designed to prevent placement in more restrictive and costlier settings such as inpatient hospitals, out of state residential or juvenile justice facilities.
 
This Agreement is retroactive to May 1, 2012, the date when the young adult was placed at Milhous on an emergency basis. Emergency placements are conducted when current contracted providers are not able to provide the specialized residential and mental health needs of the young adult. Execution of this contract has been delayed due to Milhous having to work with their insurance broker to provide the appropriate insurance documentation as required by the County of Monterey.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management, and the Auditor-Controller have reviewed this Agreement as to legal form, insurance requirements, and fiscal provisions respectively.  Copy of Agreement is on file with the Clerk of the Board.
 
FINANCING:
This Agreement is funded by Medi-Cal (95%) and Realignment revenues for Medi-Cal eligible children (5%). The amount of this Agreement is $21,609 for FY 2011-12, $128,237 for FY 2011-12 and $128,237 for FY 2012-13, for a total amount not to exceed $278,083. The funds for this Agreement have been included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Adopted Budget for Fiscal Year 2012-13. Approval of this action has no impact on the General Fund Contribution.
