a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement with The Village Project, Inc. for the term October 1, 2016 - June 30, 2019 for outreach and mental health services to Monterey County residents in the amount of $405,206 for Fiscal Year (FY) 2016-17; $404,056 for FY 2017-18, and $458,603 for FY 2018-19, for a total Agreement not to exceed $1,267,865; and
b. Authorize the Director of Health or Assistant Director of Health to approve up to three future amendments that do not exceed ten percent (10%) ($126,786.50) of the original amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement with The Village Project, Inc. for the term October 1, 2016 - June 30, 2019 for outreach and mental health services to Monterey County residents in the amount of $405,206 for Fiscal Year (FY) 2016-17; $404,056 for FY 2017-18, and $458,603 for FY 2018-19, for a total Agreement not to exceed $1,267,865; and
b. Authorize the Director of Health or Assistant Director of Health to approve up to three future amendments that do not exceed ten percent (10%) ($126,786.50) of the original amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The County currently has Agreement A-12729 with The Village Project, Inc. which will expire on September 30, 2016. Since Fiscal Year 2008-09, the Monterey County Health Department, Behavioral Health Bureau has contracted with The Village Project, Inc. for the provision of mental health outreach and counseling services for Monterey County African Americans and other unserved/underserved racial and ethnic group members and their families. Referrals are received from the community, faith based organizations, schools, and County.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: Enhance community health and safety by emphasizing prevention; and ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically: Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions. The Agreement is on file with the Clerk of the Board.
FINANCING:
This Agreement is funded by Mental Health Services Act (45%), Federal Financial Participation (41%), 1991 Realignment (4%), and AB 109 funds (10%). Funding estimates are subject to modification as may be necessary. The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2016-17 Adopted Budget. The funds for this Agreement for FY 2017-18 and FY 2018-19 will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2017-18 and FY 2018-19 Requested Budgets.
