RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the Arroyo Seco Road Overlay, Project No. 1154;
b. Adopt Plans and Special Provisions for the River Road Overlay, Project No. 1161; and
c. Authorize the Resource Management Agency Director to advertise the projects’ “Notice to Bidders” in the Monterey County Weekly.
SUMMARY:
Adopting the Plans and Special Provisions and authorizing the Resource Management Agency (RMA) to advertise the Arroyo Seco Road Overlay, Project No. 1154 and the River Road Overlay, Project No. 1161, will allow the RMA to proceed with the construction phase and solicit construction bids for the two (2) projects. RMA will return to the Board in September for approval of award of the projects.
DISCUSSION:
Each project, in general, consists of rehabilitating the existing asphalt roadway by grinding the existing pavement and reutilizing it as road base, overlaying hot mix asphalt (HMA) concrete, including but not limited to, clearing and grubbing, installing pavement traffic stripes and performing traffic control. Arroyo Seco Road Overlay, Project No. 1154 is to resurface Arroyo Seco Road from US Highway 101 to Paraiso Springs Road, approximately 1.3 miles. River Road Overlay, Project No. 1161 is to resurface River Road from Chualar River Road to Limekiln Road, approximately 3.1 miles.
These two projects were identified as top priority projects under the Measure X program.
The bid openings for the two projects are set for July 12, 2019 at 3:00 p.m., in the Board of Supervisors’ Conference Room, Room 1032, County of Monterey, Administration Building, Government Center,168 West Alisal Street, Salinas, California 93901. Construction for the two projects is scheduled to begin in September 2019.
The projects have been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because the projects are to perform repair and maintenance of existing streets and similar facilities which involve no expansion of an existing use (See CEQA Guidelines, California Code of Regulations (CCR) Section 15301 Existing Facilities).
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management and the Auditor-Controller’s Office have reviewed and approved the Special Provisions as to form and legality, insurance and indemnification provisions and fiscal terms, respectively.
FINANCING:
The total estimated project cost for each project, including engineering, construction management, and construction is $1,400,000 for the Arroyo Seco Road project, and $2,375,000 for the River Road project. The two projects in total are funded by Measure X funds in the amount of $1,240,000, SB 1 in the amount of $946,250, and Transient Occupancy Tax (TOT) in the amount of $1,588,750.
On June 25, 2019, the Board of Supervisors (BOS) adopted the FY 2019-20 budget, which included $3,315,000 in appropriations for these projects in the Road Fund 002, Appropriation Unit RMA012 budget, funded with Measure X, SB 1 and TOT funds. During the budget adoption, the Board of Supervisors also approved an amendment to the General Financial Policies adjusting the contribution of TOT revenue to the Road Fund from the current rate of 25% of County TOT revenue to the FY 2019-20 maintenance of effort requirement. This resulted in a reduction to the overall Road Fund appropriations and TOT revenue in the amount of $993,072. Due to the loss of TOT funds for ongoing projects, RMA is revising the annual work program to adjust to the reduction in funding. However, Arroyo Seco Road and River Road are priority projects that will move forward and any loss of TOT funds will be backfilled by either Measure X or SB 1 funds.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The projects will resurface the following two roads: Arroyo Seco Road, from US Highway 101 to Paraiso Springs Road, and River Road from Chualar River Road to Limekiln Road, extending the pavement life. The recommended action supports the following Board of Supervisors’ Strategic Initiatives:
