TITLE
a. Adopt Plans and Special Provisions for the San Miguel Canyon Road and Castroville Boulevard Roundabout, Project No. 1176 (Project), to construct a single-lane roundabout at the intersection of San Miguel Canyon Road and Castroville Boulevard in Prunedale; and
b. Authorize the Director of Public Works, Facilities and Parks to advertise the Project's "Notice to Bidders" in the Monterey County Weekly.
California Environmental Quality Act (CEQA) Action: The Board of Supervisors previously adopted an Initial Study/Mitigated Negative Declaration (IS/MND) and Mitigation Monitoring and Reporting Program (MMRP) for the Project on June 17, 2025.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the San Miguel Canyon Road and Castroville Boulevard Roundabout, Project No. 1176 (Project), to construct a single-lane roundabout at the intersection of San Miguel Canyon Road and Castroville Boulevard in Prunedale; and
b. Authorize the Director of Public Works, Facilities and Parks to advertise the Project's "Notice to Bidders" in the Monterey County Weekly.
SUMMARY/DISCUSSION:
The San Miguel Canyon Road and Castroville Boulevard Roundabout, Project No. 1176 (Project), will replace the existing T-intersection at San Miguel Canyon Road and Castroville Boulevard with a single-lane roundabout (Attachment A). The Project is located at the intersection of San Miguel Canyon Road and Castroville Boulevard in the community of Prunedale, in the unincorporated area of the County of Monterey (County), California.
The Project includes a single-lane roundabout with raised medians, splitter islands, roadway widening, improved intersection alignment, pedestrian crossings, ADA-compliant curb ramps, pedestrian refuge areas and bulb-outs, lighting improvements, and bicycle facilities/shared bike lanes. These improvements are intended to improve vehicle guidance through the intersection, reduce potential conflict points, and provide safer operating conditions for motorists traveling through this rural intersection.
The Project was identified and evaluated as part of the 2019 TAMC G12 Pajaro to Prunedale Corridor Study. The Study identified the San Miguel Canyon Road and Castroville Boulevard intersection as part of Project Area 1 and evaluated alternatives for improving the intersection, including a traffic signal and a roundabout. The alternatives were evaluated based on safety, delay reduction, operations and maintenance and initial capital costs. The Study recommended installation of a roundabout at the San Miguel Canyon Road and Castroville Boulevard intersection as a preferred long-term operation and safety solution for the area.
On June 6, 2023, the Board of Supervisors approved a Professional Services Agreement with Consor Engineers, Inc. for design and engineering services to provide professional engineering services for the San Miguel Canyon and Castroville Boulevard Roundabout, Request for Proposals #1176 and authorized the professional engineering services for the Project.
On June 17, 2025, the Board of Supervisors adopted the Initial Study/Mitigated Negative Declaration (IS/MND) and Mitigation Monitoring and Reporting Program (MMRP) which completed the environmental clearance for the Project.
Approval of the recommended actions will allow the County to advertise the Project for construction bids. The Project is currently anticipated to be advertised on October 8, 2026. The bid opening for the Project is tentatively scheduled for November 6, 2026, at 2:00 p.m. Following advertisement and receipt of bids, staff will return to the Board of Supervisors for consideration of an award of the construction contract.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management and the Auditor-Controller's Office have reviewed and approved the Special Provisions as to form, insurance and indemnification, and fiscal provisions, respectively.
FINANCING:
The total estimated cost of the Project, including design engineering, right-of-way, and construction is $9,243,718. The Project is funded by the Highway Safety Improvement Program (HSIP) in the amount of $3,189,600 , the Traffic Impact Fees (TIF) in the amount of $185,000 , and Regional Surface Transportation Program (RSTP) in the amount of $2,868,546. Total Grants are a combined of $6,243,146.
The remaining $3,000,572 will be funded through Measure X in which there are sufficient appropriations in the adopted budget for FY 2026-27, Road Fund 1201, Entity 320015, to fund the construction phase of the Project.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
The Project will improve public safety at the intersection of San Miguel Canyon Road and Castroville Boulevard in Prunedale by converting the existing intersection to a single-lane roundabout designed to reduce the potential for collisions and improve overall roadway safety. The recommended action supports the following Board of Supervisors' Strategic Plan Goals:
