Title: a. RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a Center for Infectious Diseases General Data Use and Disclosure Agreement with the California Department of Public Health to access state-managed infectious disease data systems, for a term of three years, effective upon execution to three years after the latest signature date, at no cost to the County;

b. Approve non-standard risk provisions in Agreement as recommended by the Director of Health Services; and

c. Approve and authorize the Director of Health Services or designee to sign up to three future amendments where the amendments do not significantly change the scope of services and do not change the cost, subject to approval of County Counsel.

 

SUMMARY:

Execution of the Center for Infectious Diseases General (CIDG) Data Use and Disclosure Agreement is required for the County of Monterey Health Department to maintain access to critical state public health data systems managed by the California Department of Public Health. These systems, including CalCONNECT, CAIR, CalREDIE, I2D2, and My Turn, support communicable disease surveillance, immunization tracking, case management, and outbreak response activities. The Agreement establishes requirements for the secure use, disclosure, and protection of confidential health information in compliance with state and federal laws. Approval of the Agreement has no direct fiscal impact and is necessary to ensure continuity of core public health operations.

 

DISCUSSION:

The California Department of Public Health (CDPH) requires Local Health Jurisdictions to execute the Center for Infectious Diseases General (CIDG) Data Use and Disclosure Agreement to access state-managed infectious disease data systems. This Agreement establishes the terms governing the use, disclosure, and protection of confidential and personal health information shared between CDPH and the County of Monterey Health Department (MCHD).

 

Execution of this Agreement is necessary for the MCHD to maintain access to key public health systems, including California Connected (CalCONNECT), California Immunization Registry (CAIR), California Reportable Disease Information Exchange (CalREDIE), Integrated Infectious Disease Data Warehouse (I2D2), and My Turn Vaccine Management System. These systems support communicable disease surveillance, case management, immunization tracking, and outbreak response, and are essential for timely reporting, investigation, and coordination of public health activities.

 

The Agreement includes requirements for data privacy, security, and confidentiality, including safeguards, workforce training, and breach reporting, in compliance with applicable state and federal laws. Approval of this Agreement has no direct fiscal impact but is operationally necessary to ensure continuity of core public health functions.

 

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goals: 1. Build Community Power and Partners’ Capacity to Increase Equity and Improve Health; and 2. Provide Exceptional Person-Created Care through Accessible, Community-Focused Health Services. It also supports the following of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems; 2. Diagnose and investigate health problems and health hazards in the community; 3. Inform, educate, and empower people about health issues; and 4. Mobilize community partnerships and action to identify and solve health problems.

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The Offices of the County Counsel and Auditor-Controller have reviewed and approved this agreement as to legal form and fiscal provisions, respectively.

 

This item was unanimously supported by The California Department of Public Health, Centers for Infectious Diseases on October 22, 2025.

 

FINANCING:

There is no exchange of funds between the County of Monterey and CDPH for this agreement.
