RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve Amendment No. 3 to Standard Agreement (SA) No. A-15934, Multi-Year Agreement No. 6585, with Smith & Enright Landscaping, Inc. to continue to provide landscape and open maintenance services for County Service Area No. 15 - Serra Village and Toro Park, Request for Proposals (RFP) No. 10835, to increase not to exceed maximum by $125,000 to a total of $325,000 and with no change in the term ending on July 14, 2027;

b. Approve additional term extensions for the SA beyond the anticipated five-year term of RFP No. 10835 with no change in the scope of work or increase to the dollar amount to allow continuity of services initiated during the anticipated five-year term of the SA, subject to review and approval as to form by the Office of the County Counsel; and

SUMMARY:

County Service Area No. 15 (CSA-15) is a dependent special district which includes Serra Village and Toro Park communities.  Activated services for CSA-15 include street lighting, street and sidewalk maintenance, storm drain maintenance and landscape and open space maintenance.  The County of Monterey (County), Department of Public Works, Facilities and Parks’(PWFP) Public Works and Facilities Grounds Crew is structured to address maintenance needs of grounds at or near County-owned facilities.  CSA-15 is located approximately six miles from the County’s Government Center.  The existing Grounds Crew does not have adequate labor or equipment resources to maintain appearance and fire safety requirements for open or partially landscaped areas. 

 

CSA-15 continues to require landscape and open maintenance services.  The recommended actions would authorize Amendment No. 3 to Standard Agreement (SA) No. A-15934 with Smith & Enright Landscaping, Inc. (Smith & Enright) (Attachment A), increasing the SA’s not to exceed amount to provide for the continued delivery of these services.

 

DISCUSSION:

Amendment No. 3 to the SA with Smith & Enright would increase the current not to exceed amount of $200,000 by $125,000, for a revised total not to exceed amount of $325,000.  The amendment would allow Smith & Enright to continue providing landscape and open space maintenance services for CSA-15 and other services as needed by PWFP. 

 

PWFP staff recommends that the Board of Supervisors approve the proposed Amendment No. 3 to provide the County with the qualified resources necessary to maintain improved park areas and unimproved open space areas within CSA-15.  Amendment No. 3 would increase the SA’s not to exceed amount from $200,000 to $325,000, with no change to the current term, which expires on July 14, 2027.  PWFP will be developing a new RFP to procure these services beyond the expiration of the existing SA.

 

Attachments B through F are provided for reference and include the SA and Amendments No. 1 and 2 to the SA; location maps; and a summary of the SA, including annual expenditures and the balance to date.

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved Amendment No. 3 as to form, and fiscal provisions, respectively.

 

FINANCING:

Estimated costs for the proposed Amendment No. 3 over the current fiscal year (FY) 2026-27 are $77,850.  Sufficient appropriations are available in FY 2026-27 Adopted Budget for CSA 15, Fund 1406, Entity 320024, Appropriation PFP122 to fund costs related to Amendment No. 3. 

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS

The recommended action supports the Board’s Strategic Plan Goals by allowing PWFP to rely on Smith & Enright for essential landscape and open space maintenance services that contribute to a clean, safe, and well-maintained County.  Proper management and maintenance of CSA-15’s open space areas and public parks support these goals by promoting public health and wellness through accessible opportunities for outdoor recreation and physical activity.  Smith & Enright utilizes environmentally sound landscaping practices and conducts regular sprinkler system maintenance, helping preserve the functionality and long-term viability of the County infrastructure.  In addition, timely and effective management of vegetation and wildfire fuels in open space areas enhances public safety by reducing potential wildfire risks.
