a.  Review the findings and recommendations of the 2024-2025 Monterey County Civil Grand Jury (CGJ) report titled “Road Safety in Monterey County: Where to report a problem”; and,

b.  Consider draft response to the above-referenced 2024-2025 Civil Grand Jury report; and,

c.  Order the Board’s response to be filed with the Presiding Judge of the Superior Court.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Review the findings and recommendations of the 2024-2025 Monterey County Civil Grand Jury (CGJ) report titled “Road Safety in Monterey County: Where to report a problem”; and,

b.                     Consider draft response to the above-referenced 2024-2025 Civil Grand Jury report; and,

c.                     Order the Board’s response to the Monterey County CGJ report to be filed with the Presiding Judge of the Superior Court.

 

SUMMARY/DISCUSSION:

The 2024-2025 Monterey County Civil Grand Jury Report titled “Road Safety in Monterey County: Where to report a problem” was issued on April 28, 2025. The Grand Jury requests responses from your Board to Findings F5-F6 and F9, and Recommendations R5-R6 to the road safety in Monterey County report, which are within the County’s scope of responsibility.  California Penal Code, section 933(c) requires your Board to respond to the Presiding Judge within 90 days.

 

Recommended response is included in Exhibit A for your Board’s consideration. Upon adoption by your Board, the response will be submitted to the Presiding Judge. The response letter is included as Exhibit B.

 

OTHER AGENCY INVOLVEMENT:

The draft response was prepared by Public Works Facilities and Parks (PWFP) and submitted to the County Administrative Office for formal submittal to the Board Office. PWFP staff will be available to answer any questions if needed. Members of the 2024-2025 Monterey County Civil Grand Jury were invited to attend the Board of Supervisors hearing on this matter.

 

FINANCING:

There are no fiscal impacts to the General Fund associated with this report.
