a. Approve and authorize the Director of Health Services or designee to execute a non-standard Memorandum of Agreement with the Greenfield Union School District (GUSD) to work together to reduce the rates of pedestrian and cyclist collisions at and around designated schools within GUSD by implementing Safe Routes to School programming as well as enhanced traffic safety and active transportation education to support safe environments for pedestrians and cyclists while encouraging students and parents to use active modes of transportation, effective upon execution through September 30, 2024, with no exchange of funds; and
b. Approve and authorize the Director of Health Services or designee to sign up to three future amendments where the amendments do not significantly change the scope of work and with no exchange of funds.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a non-standard Memorandum of Agreement with the Greenfield Union School District (GUSD) to work together to reduce the rates of pedestrian and cyclist collisions at and around designated schools within GUSD by implementing Safe Routes to School programming as well as enhanced traffic safety and active transportation education to support safe environments for pedestrians and cyclists while encouraging students and parents to use active modes of transportation, effective upon execution through September 30, 2024, with no exchange of funds; and
b. Approve and authorize the Director of Health Services or designee to sign up to three future amendments where the amendments do not significantly change the scope of work and with no exchange of funds.
SUMMARY DISCUSSION:
Greenfield faces a serious problem with traffic accidents that result in pedestrian and bicyclist injuries and fatalities. This problem disproportionately affects the vulnerable population of Greenfield, specifically young adults, and school-aged children. County of Monterey Health Department received a grant award from the State of California Office of Traffic Safety (OTS) for outreach and education work in Greenfield. Under the grant agreement County of Monterey Health Department will work with the GUSD to provide education on walking and biking safely to grade 1 through 6 students and their families.
OTS funding will help promote safer walking and biking for overall health and will engage Greenfield community members through school and community workshops. Safety messaging to caregivers/parents and children will have a multigenerational impact. Additional partners in this grant work will include the City of Greenfield Police Department, school resource specialists, and non-profit agencies. Health Department staff will offer safety education, safety presentations, program representation at community events, educational campaigns, and helmet fittings.
This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goal(s): 1. Empower the community to improve health; 2. Enhance community health and safety through prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports three of the ten essential public health services, specifically: 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; 4. Strengthen, support, and mobilize communities and partnerships to improve health; and 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.
FINANCING:
There is no exchange of funds between parties associated with this Agreement. County costs are grant funded 100% by the Office of Traffic Safety (OTS). There is no impact to the General Fund from approval of this action. The Health Department’s FY 2023-24 Adopted Budget (001-4000-8124-HEA003) includes appropriations for this Agreement.
