RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize Risk Manager to execute Renewal and Amendment #4 to the Agreement between the County of Monterey and Plexus Global LLC, extending the term of the Agreement

retroactively from January 27, 2026 to February 27, 2028 with a not to exceed amount of $50,000 to continue third party administrative services for the Department of Transportation (“DOT”) drug and alcohol testing program and Federal Motor Carrier Safety Administration (“FMCSA”) clearinghouse services.

 

SUMMARY/DISCUSSION:

The County of Monterey Risk Management Division contracts with Plexus Global LLC to provide ongoing administration of Drug and Alcohol testing services as required under Department of Transportation (DOT) regulations, ensuring compliance. Amendment No. 3 to the Agreement expired on January 27, 2026; however, the County continues to require these services to maintain compliance. Both the County and Plexus Global LLC wish to renew the Agreement retroactive to January 27, 2026, and extend the term for two (2) additional years through February 27, 2028. This extension does not require additional funding and does not increase the total contract amount, which will remain at $50,000. Approval of this amendment will ensure uninterrupted compliance with DOT regulations and the continued administration of required testing services.

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The office of the County Counsel has reviewed and approved this Agreement as to legal form.

Auditor-Controller has reviewed and approved as to fiscal provisions.

 

FINANCING:

Sufficient funds are available in the FY 2025-2026 Adopted Budget. There is no financial impact to the General Fund resulting from approval of this Agreement.

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS: 

This recommendation supports the Board of Supervisors Strategic Initiatives of Public Safety by supporting services for drug and alcohol testing required by the Department of Transportation and clearinghouse driver management required by the Federal Motor Carrier Safety Administration (“FMCSA”). These services support county departments who employ workers required to hold a commercial driver’s license (“CDL”) to conduct county business, helping ensure compliance and the safety of the public by administering the pre-employment, post-accident, and random drug testing programs.
