RECOMMENDATION:
It is recommended that the Planning Committee:
Receive an update on the development of the Monterey County Water Resources Agency’s 2026 Strategic Plan and review the Agency’s Mission, Vision, Values, Goals and Objectives.
SUMMARY/DISCUSSION:
The Agency contracted with Jacob Green & Associates (JGA) to update the Agency’s 2020 Strategic Plan. The process consists of five steps: initial review and assessment of the Agency, comprehensive stakeholder engagement activities, strategic framework update workshops, development of the draft and final plans, and ultimately the development of implementation and performance measures. JGA has completed the first three steps, and they are developing the Draft Strategic Plan as well as the implementation plan.
The draft Mission, Vision, Values, and Goals for the Agency were approved by the Board of Directors on September 21, 2026. Additionally, Agency staff are working on the implementation plan through developing objectives and tasks to achieve each of the goals. The result will be an internal work product that includes staff assignments, deadlines, and key deliverables. The results will be reported out to the Board of Directors periodically to provide critical updates to progress on implementing the Strategic Plan. An overview of the Mission, Vision, Values, Goals and Objectives are included in attachment 1.
OTHER AGENCY INVOLVEMENT:
Numerous Agencies and stakeholders participated in the engagement phase of the project.
FINANCING:
This project is included in the approved budget for FY26 and FY27 in the Administration Fund for a total amount of $88,950.
