a. Approve and authorize the Director or Health Services or designee to execute a non-standard Professional Services Agreement with Action Council of Monterey County, Inc. to receive funding to rewrite the Regions Rise Together (RRT) Blueprint and the Community Economic Resilience Fund (CERF)/Uplift Central Coast Project in the amount of $33,600 for a term upon execution to through June 30, 2026; and
b. Approve the recommendation of Director of Health Services to accept all non-standard provisions in Agreement, to include indemnification; and
c. Approve and authorize the Director of Health Services or designee to approve up to three (3) future Amendments that do not exceed 10% ($3,360) of the original Agreement amount, do not significantly alter the scope of services, and do not exceed the maximum amount of $36,960; and
d. Approve and authorize the Contracts and Purchasing Officer or their designee to execute future Amendments, provided they do not exceed an aggregate amount of $200,000 and fall within the signing authority of the Contracts and Purchasing Officer.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. SUMMARY/DISCUSSION:
The County of Monterey Health Department (MCHD), through this agreement with the Action Council of Monterey County, Inc., will receive funding to support the rewriting of the Regions Rise Together (RRT) Blueprint and the Community Economic Resilience Fund (CERF)/Uplift Central Coast Project. This work aligns with the MCHD’s mission to enhance community health and safety through prevention and by fostering equitable economic development strategies. The Agreement, totaling $33,600 and extending through June 30, 2026, will enable the MCHD’s Office of Equity to collaborate closely with the Action Council and other key stakeholders in updating these regional economic and community health strategies. In addition, some of these funds will be used to build MCHD’s capacity to engage authentically with those we serve by providing training in the Spectrum of Community Engagement to Ownership framework. This partnership will also build upon MCHD’s broader efforts to inform, educate, and empower local communities about health equity, as well as mobilize community partnerships to address systemic health challenges.
This work supports the County of Monterey Health Department’s 2025-2028 Strategic Plan goals: 1) Build Community Power and Partners’ Capacity to Increase Equity and Improve Health; and 2) Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports one or more of the ten essential public health services, specifically: 3) Inform, educate, and empower people about health issues; and 4) Mobilize community partnerships and action to identify and solve health problems.
OTHER AGENCY INVOLVEMENT:
The Offices of the County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
There will be no impact to the General Fund from approval of this item. This is a revenue agreement for which the related expenditures are included in the Health Department’s FY 2024-25 Adopted Budget, and FY 2025-26 Requested Budget (001-8600-HEA014).
