RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a.                     Approve and authorize the Director of Health Services or designee to execute an Agreement with Transportation Agency of Monterey County (TAMC) as part of the North Monterey County Safe Routes to School project accepting funding in the amount of $119,715, for an agreement term retroactive to December 8, 2023 through June 30, 2026, which will development a regional safe routes to school plan for all K-12 public schools in the unincorporated communities of Castroville, Pajaro, Las Lomas, Prunedale, Royal Oaks, Oak Hills, Aromas, Moss Landing, and Elkhorn (11 schools total serving a total of 6,073 students); and

SUMMARY/DISCUSSION:

The County of Monterey Health Department (MCHD), in collaboration with the Transportation Agency of Monterey County (TAMC), has supported healthy and safe transportation for County students by improving safety and increasing the frequency of bicycling and walking to schools in the County of Monterey. This has included working collaboratively on developing Safe Routes to School Plan development projects over the past several years. The overall goal for the North Monterey County Safe Routes to School project is to develop a regional Safe Routes to School plan for North County communities, including the communities of Castroville, Pajaro, Las Lomas, Prunedale, Royal Oaks, Oak Hills, Aromas, Moss Landing, and Elkhorn, by June 30, 2026. The Safe Routes to School Salinas Valley project would serve a total of 11 schools and 6,073 students.

 

MCHD’s allocation is $119,715 over roughly 31 months (December 8, 2023, through June 30, 2026). The funds from this grant will provide community engagement and outreach support by the Administration Bureau’s Planning, Evaluation, and Policy (PEP) unit. PEP has begun minor planning for the project, given the urgency of the grant timeline, which required staff to support the launch of this project before bringing this board report to the Board of Supervisors. Moving forward, PEP staff will help promote project activities, including supporting a participatory budgeting process led by TAMC. PEP staff will assist with school site audits and provide plan infrastructure and non-infrastructure recommendations. Any remaining funds will support coordinating, administering, and managing the grant.

 

This work supports the County of Monterey Health Department’s 2018-2024 Strategic Plan Goals: 1. Empower the community to improve health; 2. Enhance community health and safety through prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services; and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs.  It also supports the following of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems; 2. Diagnose and investigate health problems and health hazards in the community; 3. Inform, educate, and empower people about health issues;  4. Mobilize community partnerships and action to identify and solve health problems; 5. Develop policies and plans that support individual and community health efforts; and 10. Research for new insights and innovative solutions to health problems.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller have reviewed and approved as to legal form and fiscal provisions, respectively.

 

FINANCING:

This is a request to accept $119,715 in grant funding. There will be no impact to the General Fund. MCHD anticipates expenditures in FY 2023-24 will be $12,268, and there are sufficient appropriations in the Adopted Budget (001-4000-8438-HEA014) to accommodate them. The remaining funds will be included in the Requested Budgets for the years out.
