Title: a. Title

a.  Approve and authorize the Contracts/Purchasing Officer, or his Designee, to execute a non-standard Web Based User and Dispatcher Training Agreement with Harris Corporation for the term of September 1, 2016 through August 31, 2017, in an amount not to exceed $10,125.00; and

b.  Approve the non-standard provisions of Harris Corporation’s Agreement, as recommended by the Director of the Emergency Communications Department.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.                     Approve and authorize the Contracts/Purchasing Officer, or his Designee, to execute a non-standard Web Based User and Dispatcher Training Agreement with Harris Corporation for the term of September 1, 2016 through August 31, 2017, in an amount not to exceed $10,125.00.

b.                     Approve the non-standard provisions of Harris Corporation’s Agreement, as recommended by the Director of Emergency Communications Department.

 

SUMMARY/ DISCUSSION:

Harris Corporation is currently working with the County on implementation of the Next Generation Radio Project (NGEN), which will replace the existing public safety and local government voice and data radio networks, as required by Federal Communications Commission (FCC) mandate.

As the implementation of the project comes to completion, the need for supplemental and reinforcing training of users and County dispatch staff has been identified.  The Web Based User and Dispatcher Training web licenses provided by Harris Corporation will provide the County with a one-year site license, allowing unlimited access to Harris’ web-based training program.  The training made available to County dispatch staff and users will consist of all standard radio and console operation courses applicable to the County’s NGEN P25 radio system.  The web-based training will be accessible to County dispatchers and users on a 24-hours per day, 7-days per week basis, enabling training to be scheduled and taken with minimal impact to staffing at Emergency Communications.

OTHER AGENCY INVOLVEMENT:

County Counsel cannot approve this Agreement due to the following non-standard provisions:  no insurance requirements, payment in advance, non-standard signatures, and absence of standard royalty/invention provisions.  Risk does not approve Agreements without standard insurance provisions.

 

FINANCING:

Costs of this contract are included in the Department’s Operations and Maintenance account as contributed to by participating agencies.
