Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to sign a Letter of Agreement with Central California Alliance for Health to receive incentive funds for “Student Behavioral Health Incentive Program”, to implement student behavioral health interventions in the amount not to exceed of $25,000 for the term of Upon Execution through Dec 31, 2024; and

b. Approve the recommendation of the Director of Health to accept non-standard risk provisions in the Agreement; and

c. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($2,500) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The County currently has Health Care Management Services Agreement A-15612 with Central California Alliance for Health (CCAH), through December 31, 2024.  CCAH refers clients to County for Enhanced Case Managed services (a Medi-Cal benefit). This supplemental incentive funding will be used in the development of a regional Needs Assessment and Resource Mapping to increase access to preventative, early intervention and behavioral health services for TK-12 children in public schools.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goal: 2. Enhance community health and safety by emphasizing prevention. It also supports one of the ten essential public health services, specifically: 4. Mobilize community partnerships and action to identify and solve health problems.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

CCAH’s “Student Behavioral Health Incentive Program” provides funding in the amount of $25,000 through Calendar Year 2024.  The funds for FY 2021-22 are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2021-22 Requested Budget. The funds for FYs 2022-24 will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2022-24 Requested Budget. There is no impact to the County General Budget.
