a. Approve and authorize the Director of the Department of Social Services or designee to sign an agreement with Door to Hope for Pathways to Safety 2.0 services for the period of July 1, 2026 through June 30, 2027 in the amount of $923,265; and
b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($92,326) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,015,591.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services or designee to sign an agreement with Door to Hope for Pathways to Safety 2.0 services for the period of July 1, 2026 through June 30, 2027 in the amount of $923,265; and
b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($92,326) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,015,591.
SUMMARY:
Pathways to Safety 2.0 (P2S) continues its best practice work to keep families safe, home and thriving. A long-standing goal of P2S has always included minimization of the reporting and the recurrence of a referral to the Child Welfare hotline.
DISCUSSION:
Referrals to Pathways to Safety can be made by Family & Children Services (FCS) or directly from the community. Approximately 65 percents of referrals come from FCS and the remaining 35 percent are self-referral or other community based. All of the families referred to P2S will be offered the provision of Information and Referral, Case Management, and Guardianship Process Support (if needed), that includes community provider’s linkage based on assessed needs and willingness of the family to participate. P2S is also in consideration to act in the future as a community pathway to other services and supported offered throughout Monterey County.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded with Family First Prevention Services State Block grant funds. Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2026-27 Recommended Budget.
